Services performed for other agencies under contract, reimbursed at full-cost recovery, with no City subsidy.

BACKGROUND:

Thousand Oaks Transit (TOT) was established by the City in 1981 and currently provides service to approximately 200,000 passengers per year in Thousand Oaks and neighboring communities. TOT operates within a 138-square-mile service area with over 420,000 residents. The TOT program includes a seven-day fixed route bus service, Senior Dial-A-Ride (DAR), and Americans with Disabilities Act (ADA) paratransit services. Additional contracted services include:
•County of Ventura Kanan Shuttle, DAR and ADA services
•City of Moorpark fixed route bus, DAR and ADA, and vehicle maintenance services
•City of Westlake Village DAR services
•City of Agoura Hills DAR and ADA services

•East County Transit Alliance (ECTA) inter-city DAR and ADA services MV Transportation, Inc. (MV), has been the City’s contract operator of public transit services for the past 20 years. In 2019, MV was awarded a five-year contract through June 30, 2023, to provide transit services for the City and five public agencies contracted with the City. Provisions in the contract allow the City to exercise up to two, two-year extension options, except for ECTA which has a separate agreement that matches the terms of the City’s agreement with MV.

Each agency under contract was notified in February 2024 that the City would pursue a two-year extension option with MV and has been regularly informed of progress in negotiations. Each agency had the option to seek other operators but opted to remain with TOT and MV. Each agency has agreed to the adjusted rate schedule and terms for service that were approved by City Council on September 10, 2024.

The ECTA Management Committee met on May 23, 2024, and unanimously approved recommending the amended Fiscal Agent Agreement to their respective governing bodies.

On September 10, 2024, City Council approved a two-year contract extension (Contract No. 12072-2019A4) with MV to provide contracted transit services through June 30, 2027. The above listed agencies have separate agreements with Thousand Oaks Transit Service Agency Agreements

the City that match the terms of the City’s agreement, and each agreement needs to be amended to reflect the new termination date and updated rates.

DISCUSSION/ANALYSIS:

Since 2011, the City has operated transit services under contract on behalf of other agencies in adjacent areas. The arrangements are mutually beneficial as the contracting agencies receive a better level of service by sharing overhead expenses and Thousand Oaks residents are also able to use transit to visit other areas without having to make a transfer. MV productivity, measured by average number of passengers per hour of vehicle operation, continues to recover from the decrease in productivity during COVID. MV’s better utilization of vehicles and personnel has contributed to the improved productivity and the City benefits from the collection of management fees. Staff recommends City Council approve the contract amendments with the above-listed agencies as outlined in this report (Attachments #1 through #8).

COUNCIL GOAL COMPLIANCE:

Meets the following City Council goal:

C. Operate City government in a fiscally and managerially responsible and prudent manner to ensure that the City of Thousand Oaks remains one of California's most desirable places to live, work, visit, recreate, and raise a family.
