To: Thousand Oaks City Council
From: Nan Chu, 3338 Prairie Court, Newbury Park, CA 91320, 818-448-8094, [email protected] Topic: Recommendations to ADU Construction Applicants
Recommendations listed below are suggested showing to the ADU Construction Permit applicants, in addition to them adhering to the Planning Committee Requirements (to be adopted by the City Council of Thousand Oaks as of today’s meeting.)

RECOMMENDATIONS TO ADU PERMIT APPLICANTS
• Conduct a neighborhood hearing, prior to construction, to accommodate neighborhood concerns.
• Mitigate construction noise, congestion, structural vibration, loss of vegetation, and daily stress around the neighborhood during the construction period.
• Clean trash around the neighbor’s grounds from unrecognized, unsanitary, and abnormal strangers associated with the construction crew. • Adhere to parking courtesy and limitation in the neighborhood – e,g., no more than 4 construction trucks operating at any given time, or parking excessively in front of neighbor’s houses (instead of the available own space, day and night.)
• Obey City Police’s warning of traffic and congestion violations and disturbance, not to play cat-and-mouse games for selfish convenience. • Assure non-disruptive public service fulfillment, not to block mail delivery and garbage pickup spaces.
• Restoring brushes and vegetations in the neighborhood to conditions prior to ADU construction.

As the first victim experiencing through my immediate neighbor’s ADU construction (at 3330 Prairie Court, Newbury Park,) during the last 6 months, my plead to the City Planning Committee has fallen to deaf ears since August 2024. My recommendations above and any subsequent refinement of the current inadequate ADU Requirements will not benefit me, but it could discourage future abusive use of the ADU construction privilege and to honor other resident’s living legacy. ADU constructions have overruled the existing City zoning and single-family remodeling requirements. It should be a common goal for the City Council to maintain the natural, peaceful and beautiful surroundings of Thousand Oaks’ pristine neighborhood, while managing the construction of 1,000 ADU around the City.

Thank you for the opportunity to voice my concerns in public for the third time.

Nan Chu
