SUBJECT: Ventura County Citizens Transportation Advisory Committee Appointment
RECOMMENDATION:
1. Approve the appointment of Victor Kamhi to fill a regular member position; term ending December 2025, on the Ventura County Citizens Transportation Advisory Committee.
2. Find that this action is not a project as defined under the California Environmental Quality Act.
LEVINE ACT ITEM: No
FINANCIAL IMPACT:
No Additional Funding Requested. Minimal staff time for costs associated with coordinating interviews, appointments, and preparing support materials is included in the Adopted FY 2024-25 Transportation Fund Budget.
BACKGROUND:
The Ventura County Transportation Commission (VCTC) was established in January 1989, by State legislation. One of the standing advisory committees to VCTC is the Ventura County Citizens Transportation Advisory Committee (VCCTAC), as required under the Transportation Development Act (TDA) transit funding program.
The VCCTAC is composed of representatives appointed by VCTC, the County of Ventura, ten local cities in Ventura County, and members from social services agencies involved in transportation services and projects. Each City appoints two regular members. The committee meets at least four times annually and provides input to VCTC on transportation-related issues.

As a committee member, the appointees advise VCCTAC on various topics related to public transportation. The topics include bike and pedestrian access projects, the annual Unmet Transit Needs assessment (which is a requirement under state law), and related support to VCTC on an as-requested basis for special programs and projects.
The current unscheduled vacancy is due to Dan Weikel's resignation from one of the two regular members' seats. Dan Weikel resigned his position after he was appointed by City Council on February 11, 2025, to the Traffic and Transportation Advisory Commission. The term for this VCCTAC position due to Dan Weikel’s resignation is from March 2025 to December 2025.
DISCUSSION/ANALYSIS:
Applications were considered from the recent recruitment, which was open from October 1-31, 2024. There were three applications received. One was appointed and the two remaining applicants were considered to fill the unscheduled vacancy.
The candidates were interviewed by Mayor David Newman and Councilmember Bob Engler on December 12, 2024.
Victor Kamhi has been selected to fill this unscheduled vacancy resulting from Dan Weikel’s resignation. With this appointment, Victor will join Chaise Rasheed in representing the City on this committee. Victor’s application is included as Attachment #1 for reference.
Community Outreach: The vacancy was advertised on the City's website, in the City monthly newsletter, and on City notice boards at City Hall and the libraries.
Notices were also distributed according to the City's policies for recruitment of Boards, Commissions, and Committees.
COUNCIL GOAL COMPLIANCE:

B. Provide municipal government leadership which is open and responsive to residents, and is characterized by ethical behavior, stability, promoting public trust, transparency, confidence in the future, and cooperative interaction among civic leaders, residents, business representatives, and staff, while recognizing and respecting legitimate differences of opinion on critical issues facing the City.
