SUBJECT: Public Notice - Notice of Contract Award Under Public Urgency Ordinance
Pursuant to Municipal Code section 3-10. 205, requiring notice of the purchasing process to City Council in the event the cost of urgent work is $75,000 and over, notice is hereby given that the City Manager awarded a task order to J&H Engineering General Contract ors, Inc. (J&H) for ur gent repair work on Calle Damasco in the total amount of $111,921.63.
On January 13, 2025, an 8-inch water main broke on Calle Damasco, between Avenida De Los Arboles and Calle Almendro where t he Ventura County Watershed Protection District channel crosses under the City’s roadway (Attachment #1). The City’s Municipal Service Center (MSC) Water crew repaired the watermain pipe in the road on the same day.
Staff subsequently discovered on January 16, 2025, that the discharge from the water main break caused erosion under the adjacent sidewalk and the channel slope and undermined part of the overall roadway support. Due to the urgent nature of the work and under authority delegated per t he City’s Municipal Code Section 3-10.205, the City Manager declared a “Public Urgency”, which allowed standard public bidding procedures to be waived. A public urgency “shall exist when the service, repair, or replacements are immediately necessary to permit the continued performance of essential operations or services of the City, or result in excessive costs if not immediately remedied, or to avoid the immediate danger to life, health, or property.”
J&H is one of the City’s on-call contract ors. They were se lected based on their immediate availability as well as hav ing the required skill and experience to perform the work. J&H worked with staff to immediately provide a preliminary assessment of the existing field condi tions and rebuild the damages. The City Manager awarded a Task Order to J&H in the amount of $74,000 based on the initial evaluation (Attachment #2).

The final scope of the repair work consisted of rebuilding the eroded storm channel slope, as well as adjacent sidewalk and roadway support, and was more extensive than the initial estimate, requiring an am endment to the Task Order (Attachment #3) bringing the total cost to $111,921. 63 and necessitating this notice to City Council. The repairs were completed on February 4, 2025.
