RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF THOUSAND OAKS APPROVING AND
ADOPTING THE 2025 USER FEES, FINES, AND
PENALTIES AND RESCINDING RESOLUTION NO.
2023-014
WHEREAS, the City of Thousand Oaks Municipal Code authorizes the imposition of various user fees for providing City services and reviewing entitlement applications and fines/penalties for violations of the Thousand Oaks Municipal Code; and
WHEREAS, the City Council has caused a Public Hearing Notice to be published as required by Government Code Section 66016; and the data supporting the various user fees, fines, and penalties, (attached hereto as Exhibit A) was made available for public review at least 10 days prior to the noticed Public Meeting; and
WHEREAS, the City periodically conducts comprehensive cost-of-service studies to account for changes in laws, operating costs, staffing levels, technology, processes and service demand, ensuring that fees accurately reflect the cost of providing services; and a comprehensive review and full cost of services study was completed in March 2025 for all User Fees citywide; and WHEREAS, the Resolution that established these Fees allow for the biennial adjustment of selected fees due to increased costs of providing the service based on the U.S. Bureau of Labor, Consumer Price Index, Los Angeles – Long Beach – Anaheim areas Cost Index, Los Angeles. That index indicates a 7.02 percent increase in costs since the selected Fees were last adjusted; and WHEREAS, City Council conducted the Public Meeting/Study Session on the draft User Fees, Fines, and Penalties on March 25, 2025, wherein City Council considered the study supporting the setting of the fees as well as other evidence; and
WHEREAS, City Council, on April 29, 2025, conducted a Public Hearing on the proposed User Fees, Fines, and Penalties.
NOW, THEREFORE, the City Council of the City of Thousand Oaks resolves as follows:

Section 1. City Council Resolution No. 2023-014 is hereby rescinded and superseded by this Resolution.
Section 2. The User Fees, Fines, and Penalties set forth in the User Fee Summary, attached hereto as Exhibit A and incorporated herein by reference, are hereby adopted and are effective on July 1, 2025.
Section 3 The City Finance Director may waive Building, Planning and Engineering fees for City-owned projects.
Section 4. This Resolution shall be known as the Master Fee Resolution.
