TO:Andrew P. Powers, City Manager
FROM:Alexandra South, Director of Strategic Communications & Public Affairs
DATE:April 29, 2025
SUBJECT: TOTV Camera Systems
RECOMMENDATION:

1. Approve budget appropriation in the amount of $34,000 from A/C #167-0000- 311-1000 [Public, Educational, and Government (PEG) Fund – Fund Balance] to 167-1210-647-8400 [PEG Fund – Equipment ($5,000 or more)] for the purchase of a camera systems package.

2. Find that this action is not a project as defined under the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:
$34,000 Increase to Adopted FY 2024-25 PEG Fund Budget. A $34,000 increase to the Adopted FY 2024-25 PEG Fund Budget is requested for the purchase of a camera systems package.

BACKGROUND:

The California Digital Infrastructure and Video Competition Act (DIVCA) of 2006 authorized the California Public Utilities Commission to issue cable television franchises, but allowed local governments to establish fees to be paid to the local government to support “public, education, and government” channel facilities (PEG Fees). While the use of PEG Fees are restricted under federal and state laws, PEG Fees may be used for the purchase of capital equipment for government access cable television channels such as TOTV. The $34,000 was budgeted in FY 2023- 24 but staff was unbale to use the funds in time and they were not carried over to this Fiscal Year.

DISCUSSION/ANALYSIS:

TOTV relies heavily on field production video cameras and additional support camera equipment to create high-quality video programming. To meet the challenges imposed by aging equipment, staff recommends the replacement of current video cameras. The existing cameras are from 2019 and an update is needed to keep pace with newer technology. Modern equipment reduces overall production times, offers more flexibility in the type of content created, and maintains TOTV’s reputation as a premier government educational content creator.

In FY 2024-25, staff received three quotes through an informal request for quotes process. The lowest quote was $33,028.26. Staff is requesting a budget appropriation to make the purchase this Fiscal Year to overcome anticipated price increases. The lowest quote expires April 30, 2025.

COUNCIL GOAL COMPLIANCE:

Meets the following City Council goal:

G. Continue City's commitment to community and cultural programs and services (such as Performing Arts/Theatres, Libraries, TOTV, Visual Arts, Youth and Senior Programs).
