LEVINE ACT ITEM: No

BACKGROUND:

The Friends of the Thousand Oaks Library (FTOL) is an all-volunteer, non-profit organization established in 1961. The FTOL mission is to provide financial support for enhancements to Library collections, sponsor educational and cultural programs, and make special purchases for the Library. This financial support is generated through book sales within the Library, online book sales, and donations.

Throughout the fiscal year, the FTOL extends financial support to the Library through the disbursement of grant funding.

DISCUSSION/ANALYSIS:

The Library has adopted 4K resolution as the new standard for content creation, reflecting current technological capabilities and audience expectations. Our extensive local history archive, including the complete Ed Lawrence photographic and video collection, is well-suited for display in this high-resolution format, offering the public a more immersive and engaging experience. These displays, which will be located at the Newbury Park Library and procured from a local vendor in Newbury Park, represent a critical first step in presenting our historical collections to the community in a powerful and visually impactful way.

Each year, the FTOL board votes on an amount to be granted to the Library. Those funds are deposited into a revenue account. During the biennial budget cycle, staff will consider those funds when developing the expenditures for the two-year cycle.

The FTOL may decide to grant additional funds during the year to offset additional costs or purchases, which are deposited into the revenue account. In order to spend those funds, the Library must request a budget appropriation to add to the expenditure budget. Staff request a budget appropriation in the amount of $20,628 for the purchase of a high-resolution digital display system.

COUNCIL GOAL COMPLIANCE:

Meets the following City Council goals:

B. Provide municipal government leadership which is open and responsive to residents, and is characterized by ethical behavior, stability, promoting public trust, transparency, confidence in the future, and cooperative interaction among civic leaders, residents, business representatives, and staff, while recognizing and respecting legitimate differences of opinion on critical issues facing the City.

F. Provide and enhance essential infrastructure to ensure that the goals and policies of the Thousand Oaks General Plan are carried out and the City retains its role and reputation as a leader in protecting the environment and preserving limited natural resources.
