Matthew A. Breddan Newbury Park 11A In favor As a longtime Thousand Oaks resident who witnessed the construction of the current City Hall and Civic Arts Plaza, it’s exciting to be part of this next chapter for such a significant site in our city’s history.

As both a local resident and a practicing attorney who proudly serves on the Greater Conejo Valley Chamber of Commerce Board, I believe this project reflects the evolving needs and desires of our community. It thoughtfully incorporates much-needed housing while prioritizing a pedestrian-friendly environment with accessible services, all in the heart of the city.

This is a project that speaks to both residents and businesses alike, and I’m encouraged by the City’s commitment to building a vibrant, inclusive Downtown that will serve our community for generations to come.

Steven Ortmann Thousand Oaks 11A In favor As Chief Operating Officer of the Palm Garden Hotel, I want to express my support for the Downtown project and highlight the positive impact it will have on the hospitality industry and overall visitor experience in Thousand Oaks.

For years, our city has lacked a central destination that offers a blend of culture, dining, walkability, and community gathering spaces—all of which are increasingly important to today’s travelers. The Downtown project fills that gap in a way that will enhance the guest experience and elevate Thousand Oaks as a place to not only stay, but to explore and enjoy.

As a hotel operator, I know firsthand how important it is to offer visitors more than just a comfortable room.

They are looking for vibrant, local experiences within reach—and this project will deliver exactly that. It creates new opportunities to attract leisure and business travelers, boosts local tourism, and supports nearby small businesses that benefit from increased foot traffic and visibility.

I appreciate the City’s leadership and commitment to creating a Downtown that reflects the values of our community while thoughtfully supporting economic development. This is a win for both residents and visitors—and for the long-term vitality of our local economy.

Kimmy Tharpe 11A In favor As an employee of a business in Thousand Oaks and a lifelong resident of East Ventura County, I would like to offer my strong support for the Downtown Thousand Oaks Project. I grew up in Moorpark, attended high school in Thousand Oaks, and have spent the majority of my career working in Thousand Oaks. As far back as I can recall, we have been talking about the need for a downtown region - somewhere to gather with community, entertain clients, experience the arts, or just grab a bite to eat with family and friends. We finally have the opportunity and an incredible plan - it's time to make it happen! This project is well thought out, designed and then redesigned to reflect our community and its needs. The Mid-Century aesthetic is beautiful and timeless. It complements the surrounding properties but will stand out and draw people in. This project will transform the city and make Thousand Oaks a destination for culture and entertainment. I believe the entire business community benefits from a project like this. It brings in new residents and visitors to patronize not only the businesses within the project, but in the region as a whole, while providing opportunities and jobs for local residents. From the theater, to boutique shopping, to restaurants, to farmers markets, the Downtown Project has something for all ages and for visitors from all walks of life. I can imagine community events hosted by our many service organizations: festivals, concerts, street fairs, etc. While it's exciting to think of all of the gatherings and events that will happen downtown, this project at its core addresses the biggest issue we face as a region - it brings critically needed housing right to the heart of Thousand Oaks. It will inspire owners of nearby parcels to develop their own properties in line with the Thousand Oaks Boulevard Specific Plan, moving us closer to the vision of a vibrant downtown corridor. I urge council to approve the staff and Ad Hoc Committee's recommendations and move this project closer to realization.

Marci Francisco 11A In favor Dear Mayor and Members of the City Council:

We are writing to express our strong support for the proposed Downtown Project in Thousand Oaks. Premier America Credit Union is a proud part of the Thousand Oaks business community and has been honored to serve its residents for years through our local branch. This visionary plan to create a central gathering place in our city has long been needed, and no time is better than now to bring this vision to life.

Once completed, the Downtown Project will serve as an economic catalyst for our business community, as well as a social and cultural cornerstone for everyone who calls Thousand Oaks home. A thoughtfully designed downtown will attract people, supporting events, businesses, and civic engagement. From the pedestrian-friendly Main Street to its robust retail and dining establishments, the Downtown Project will encourage businesses to invest in our city, create jobs, and drive growth. The housing opportunities will help ensure that Thousand Oaks is well positioned to attract talent to our community, generate new tax revenue, and support our long-term sustainability.

As a member-owned, not-for-profit financial cooperative, we understand the value of supporting members of the community and helping to build brighter tomorrows. The Downtown Project will do that. Thousand Oaks is already a wonderful place to live and do business in. The creation of a true downtown will allow it to thrive in new ways, attract new talent and investment, and support a strong economy. We urge the Council to make this investment in our future. This is not just an infrastructure project. It is building the future heart of our city, and we strongly support the project.

If you have any questions, I may be reached at (800) 772-4000, ext. 4072, or at [email protected]. Thank you for your consideration.

11A In favor I am in favor of the downtown project. I believe this will make a great central spot for Thousand Oaks, offering a beautiful space for that is multifaceted. A place for community, business, tourism and local residents to capture what this city is. The renderings I have seen are great. Its modern, yet classic. This will allow this space to stay relevant to growth all while offering a timeless aesthetic. This space allows for both indoor and outdoor use, and offers a simple way of being able to navigate from one area to another. I appreciate the natural material and use of durable and natural stones, keeping this a grounded and organic area. I'm favorable of the generous amount of glass to showcase the natural landscape of the site. While change can be difficult. Its also inevitable. And I really think they have done a great job showcasing the beauty of Thousand Oaks. 2
