TO:Andrew P. Powers, City Manager
FROM:Nader Heydari, Public Works Director
DATE:July 8, 2025
SUBJECT: Polybutylene Service and Valve Replacement Projects (CI 5688 and CI 5689)
RECOMMENDATION:

1. Authorize staff to advertise the Polybutylene Service Replacement (CI 5688) and Valve Replacement (CI 5689) Projects for construction bids.

2. Find that this action is not a project as defined under the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. $950,000 is included in the Adopted FY 2025-27 Water Fund Capital Budget for CI 5688 and $ 1,500,000 for CI 5689. The estimated cost for both projects is $1,935,940.

BACKGROUND:

The City provides water service to over 17,000 customers. The City’s existing water distribution system includes 11 turnouts from Calleguas Municipal Water District (CMWD), 16 pump stations, 16 reservoirs, and approximately 232 miles of transmission and distribution pipelines.

Water service laterals, which connect the City’s water main to the customer’s water meter, made of polybutylene materials (polyline), were installed in the 1970s and are at the end of their useful life. Polyline, a material known for its susceptibility to degradation over time, has a history of cracking and leaking as it ages. Through a phased program, more than 5,000 laterals constructed with this material citywide will be replaced with copper service laterals. Previous phases of the project have already replaced approximately 1,913 service laterals, and 125 additional service

laterals will be replaced as part of the current project. Replacement of laterals is completed using trenchless techniques to minimize excavation on City streets.

The project will also include the replacement of 54 water valves. Water valves allow staff to redirect water flow and isolate water mains to perform maintenance and repairs. These valves are over 35 years old, have exceeded their service life, and in some cases, cannot be fully opened and closed. Replacing these valves will improve the operation of the water system and promote reliability in the event of an emergency repair.

DISCUSSION/ANALYSIS:

This project improves the reliability and efficiency of the water distribution system serving residents within the neighborhood bordered by Olsen Road, Pederson Road, and Northwood Parkway. The project involves replacing 125 aging polybutylene service line. The scope of work includes the installation of new copper service line, poly adapters and grip nuts, corporation stops, angle meter stops, and cathodic protection anodes to ensure system integrity and longevity. Additionally, 54 valves will be replaced along Calle Castano, Calle Fresno, Calle Quebracho, Calle Cedro, Calle La Maida, Calle Lacota, and Calle Arino to improve system control and maintenance capabilities. These upgrades are expected to reduce service interruptions, enhance water quality, and increase operational efficiency, aligning with the City's commitment to maintaining a modern and resilient water distribution network. Priority has been given to the locations within the upcoming 2026 Pavement Program. Bidding both projects (Attachment #1) together will achieve economy of scale and lower overall costs.

The project plans and specifications were completed in-house and are available for review upon request to the Public Works Department by e-mail at [email protected] or by phone at (805) 449-2400.

Staff recommends the projects be advertised for bid. Once bids are received, staff will seek City Council’s approval at a future City Council meeting to award the construction contract.

The estimated construction costs are as follows:

Polybutylene Service Replacements (CI 5688) $ 952,250 Valve Replacement (CI 5689) $ 803,150
Construction Contingency $ 175,540 City Furnished Materials/Supplies $ 5,000
Total Estimated Cost $ 1,935,940

This project meets City Council’s Top Ten Priorities #9, “Public Works + Infrastructure Investments.”
CIP PROJECT PRIORITY (as outlined in FY 2025-26 and FY 2025-27 CIP Program Budget)
