TO:Andrew P. Powers, City Manager
FROM:Kelvin Parker, Community Development Director
DATE:July 8, 2025
SUBJECT: Los Angeles County Animal Care and Control Contract RECOMMENDATION:

1. Authorize budget appropriation and expenditure in the amount of $50,000 from A/C #001-0000-311-1000 (General Fund, Fund Balance) to A/C #001-4020-624- 5710 (General Fund – Payment to Other Agencies) in FY 2024-25 for animal care and control services.

2. Find that this action is not a project as defined under the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:
$50,000 Increase to Adopted FY 2024-25 General Fund Budget. An increase not to exceed $50,000 is requested to the Adopted FY 2024-25 General Fund Budget for costs related to the agreement with Los Angeles County for animal care and control services. $626,625 is included in the Adopted FY 2025-26 General Fund Budget and $722,031 is included in the Adopted FY 2026-27 General Fund Budget for animal care and control services.

BACKGROUND:

State law requires local government to enforce numerous laws addressing a wide scope of animal-related issues, ranging from animal cruelty, rabies control, dangerous animals, etc., to protect animals from harm and ensure their welfare. The City first contracted with Los Angeles (LA) County Animal Care and Control in 1992 to provide these required services among others. Prior to 1992, animal control services were provided by the County of Ventura. This change took place because the cost of services was more economical and the LA County Agoura Hills Animal Control facility is closer to Thousand Oaks residents, making

it more accessible. The Agoura Hills facility is 5.6 miles from City Hall versus 17.5 miles from the County of Ventura facility located in Camarillo.

DISCUSSION/ANALYSIS:

On June 18, 2024, City Council approved a five-year Joint Exercise of Powers Agreement between the County of Los Angeles relating to Animal Care and Control Services and authorized expenditure in the amount of $500,500 for FY 2024-25.

At that meeting, staff projected that service costs for the next three fiscal years would rise about 3 percent each year, estimated at $465,028 for FY 2024-25, $483,139 for FY 2025-26, and $501,249 for FY 2026-27. However, due to an increase in insurance costs and actual services rendered, the City has already spent $434,787.62 through April 2025. Therefore, staff is requesting City Council approve additional budget and expenditure in an amount not-to-exceed $50,000 from General Fund Balance. Approving the expenditure will allow staff to pay the County of Los Angeles for services rendered in the months of May and June 2025.

According to current projections, the Adopted FY 2025-26 and FY 2026-27 General Fund Budgets of $626,625 and $722,031 respectively are anticipated to fully fund the actual animal care and control costs for those fiscal years.

COUNCIL GOAL COMPLIANCE:

Meets the following City Council goals:

B. Provide municipal government leadership which is open and responsive to residents, and is characterized by ethical behavior, stability, promoting public trust, transparency, confidence in the future, and cooperative interaction among civic leaders, residents, business representatives, and staff, while recognizing and respecting legitimate differences of opinion on critical issues facing the City.
