BACKGROUND:
The City’s Public Works Department manages the City’s water storage and distribution facilities, consisting of 11 Calleguas turnouts (connections to the Calleguas Municipal Water District supply), four hydropneumatic pump stations, 16 pump stations, 16 reservoirs, and two booster stations. Many of these sites require improvements to enhance wildfire resiliency, address site drainage and accidental tank overflow containment, and provide enclosures for pumps and electrical equipment, fencing, and the addition of emergency generators and disinfection boosting stations.

On June 20, 2023, City Council awarded a Professional Services Agreement, (under CI 5520) in the amount of $399,055 to AECOM Technical Services Inc. (AECOM) for feasibility study, design, and contract document preparation for improvements at reservoir and pump station sites citywide. Subsequently, Amendments No. 1 and No. 2, increasing AECOM’s total contract amount to $538,464, were approved for additional engineering services required to complete the project design and bid phases.
The proposed improvements at the four reservoir and pump station sites included in this action (Attachment #1) include the following scope of work:
•Kelley Pump Station Sites (CI 5752)
oFire hardening enhancements including replacement of the existing roof with fire-resistant roofing material; installation of new canopy to protect critical equipment from weather exposure; driveway improvements to remove and replace the existing asphalt pavement, as well as enhancements to the driveway entrance at Whitegate Road.
•Lang Ranch Pump Station Sites (CI 5753)
oFire hardening enhancements including replacement of the existing roof with fire-resistant roofing material; installation of new canopy to protect critical equipment from weather exposure; installation of short retaining walls, removal and replacement of asphalt concrete (AC) pavement; and excavation of six inches of base material to expose the tank pad weepholes to prevent the risk of corrosion. •Meadows Reservoir Site (CI 5754)
oVault access improvements, including a new access gate and installation of safety railings along the vault edge; and installation of a new canopy to protect critical equipment from weather exposure. •Oakbrook Reservoir (CI 5755)
oInstallation of a new canopy to protect critical equipment from weather exposure.
DISCUSSION/ANALYSIS:
These capital improvement projects were originally designed under a single Capital Improvement (CI) project but have been restructured into individual CI numbers to properly track costs, ensuring accurate financial capitalization, accounting, and reporting.
