Safe Passage is a 501(c)(3) registered non-profit organization located at 482 Greenmeadow Avenue, Thousand Oaks, that focuses on providing pathways for kindergarten through sixth-grade children to prevent them from being enticed into gang life. Safe Passage also distributes food to food-insecure individuals and families in Thousand Oaks and is a very active participant in the City’s local food recovery program.

DISCUSSION/ANALYSIS:

After losing its previous storage location, Safe Passage approached the City for a temporary location at the TOTC to park and plug in one mobile refrigerated trailer for its food recovery program, including loading and unloading perishable food.

The area proposed by staff would allow for a mobile trailer to occupy a standard parking space, with an additional parking area (three parking spaces) to allow designated volunteers to load and unload trailer contents. Food distribution will not take place at TOTC. The proposed location is away from the main hub of activity at the TOTC and will not impact its normal operations. The City is in the process of designing a permanent plug-in parking solution for all the local food recovery programs’ mobile refrigerated trailers. This license agreement would provide a temporary home for Safe Passage’s mobile refrigerated trailer to help ensure their food recovery efforts are not interrupted and also allow the City an opportunity to run a “pilot” plug-in parking program before an expanded, more permanent solution is implemented.

The City desires to allow use of TOTC’s parking area referenced in Attachment #1 and the license agreement (Attachment #2) to support Safe Passage’s food recovery efforts. Approval of this agreement will allow Safe Passage to continue to provide edible food to individuals and families facing food insecurity. There is no consideration or payment received by the City of Thousand Oaks to allow Safe Passage temporary “use” of the TOTC space.

COUNCIL GOAL COMPLIANCE:

Meets the following City Council goal:

F. Provide and enhance essential infrastructure to ensure that the goals and policies of the Thousand Oaks General Plan are carried out and the City retains its role and reputation as a leader in protecting the environment and preserving limited natural resources.
