Subject: Amendment #1 (Minor) to Program Year 2024 CDBG Action Plan The City’s Citizen Participation Plan (City Council Resolution 2020-013) allows the City Manager to approve funding revisions to the City’s CDBG Action Plan, provided that said changes total less than 10 percent of the annual grant amount under U.S. Department of Housing and Urban Development ( HUD) regulations.
The Program Year 2024-25 (PY 2024) CDBG grant totals $607,042.00.
Minor amendment #1 requests administrative approval to:
1) Cancel the $15,000.00 public service activity with Harbor House. 2) Make funds available for the four existing public service activities. 3) Transfer $2,000.00 to public service activities with Many Mansions and Turning Point Foundation and $5,500.00 to public service activities with Senior Concerns and St. Vincent de Paul.
On May 7, 2024, the City Council approved the PY 2024 CDBG Action Plan budget of $639,465.85 which included $32,423.85 in prior year funding as summarized in Table A for three projects, five public services activities, and program administration.

After Council approval, City began the process of executing grant agreements with the subrecipients as listed in Table A. In July 2024, Harbor House declined to accept their CDBG grant of $15,000.00 and did not execute an agreement.
In September 2024, the City received a PY 2024 CDBG Grant Agreement from HUD with no changes to the $607,042.00 grant amount and HUD acknowledged receiving the City Council-approved PY 2024 CDBG Action Plan.
The proposed amendment intends to cancel the Harbor House $15,000.00 public service budget activity and transfer these available public services budget funds to the remaining four public service grantees. More specifically, the amendment would transfer $2,000.00 to public service grantees Many Mansions and Turning Point Foundation and $5,500.00 to public service grantees Senior Concerns and St. Vincent de Paul as shown in Table B.
