TO:Andrew P. Powers, City Manager
FROM:Kelvin Parker, Community Development Director
DATE:September 9, 2025
SUBJECT: Community Development Block Grant Program Year 2024-25 Consolidated Annual Performance and Evaluation Report
RECOMMENDATION:

1. Approve Program Year (PY) 2024-25 Consolidated Annual Performance and Evaluation Report (CAPER) for submittal to the U.S. Department of Housing and Urban Development (HUD).

2. Find that this action is not a project as defined under the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. The CAPER summarizes $570,479.15 in Community Development Block Grant (CDBG) program expenditures in PY 2024- 25 (July 1, 2024, to June 30, 2025). Minimal staff time required to prepare the report is included in the Adopted FY 2025-26 CDBG Fund Budget.

BACKGROUND:

The City is a participant in the Ventura County Regional Consolidated Plan, the five-year strategic umbrella plan for CDBG, HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) funding plans. As an entitlement CDBG city, HUD provides the City with direct funds each year to administer the plan.

Activities supported by CDBG funds must primarily benefit low- and moderate- income (LMI) persons and households. As a HUD grantee, the City is required to annually prepare and submit a CAPER describing CDBG-funded activities and expenditures.

The amount of the City’s CDBG grant fluctuates from year-to-year based on congressional allocations, the number of jurisdictions receiving grants, the number of LMI residents, and other Federal regulatory considerations (Attachment #1).

DISCUSSION/ANALYSIS:

The PY 2024-25 grant allocation (CDBG PY 2024) totaled $607,042.00. An additional $47,504.37 in unexpended prior-year CDBG funds was carried forward, bringing the total projected budget to $654,546.37. Expenditures from this total include $570,479.15 for housing rehabilitation, social services grants, and program administration. The remaining balance of $84,067.22 will be carried forward to PY 2025-26. Attachment #2 shows a detailed outline of the CDBG PY 2024-25 CAPER, which is summarized in Table 1.

Community Projects
The Community Projects expenditure for PY 2024-25 of $371,013.30 consisted of three projects from 2024 CDBG Action Plan activities. The goal to improve the supply of affordable housing met HUD’s objective and outcomes of “Decent Housing and Sustainability (DH-3).”
1)2024 Many Mansions - Bella Vista Project. Expenditures totaled $119,058.17 for capital improvements that involved installing security cameras, renovating the gazebo, and installing lights. Installation of security cameras was completed in February 2025, benefiting 71 affordable units and one manager’s unit. Other project items are expected to be completed by December 2025.
2)2024 Habitat for Humanity of Ventura County (HABITAT) - Mobile Home Repair Program. This activity expended $117,955.13, benefited nine LMI units at various mobile home parks, and was completed in June 2025. Activities involved replacing windows, doors, floors, decks, stairs, CDBG PY 2024-25 CAPER

lights, and permanent appliances. $16,044.87 was not spent and will be made available to a future Community Project activity.
3)2024 Senior Alliance For Empowerment’s (SAFE) - Mobile Home Rehabilitation Program. This activity expended $134,000, benefited 10 LMI units at various senior mobile home parks, and was completed in June 2025. Activities involved replacing roofs, windows, HVAC, and water heaters.

Public Services
On May 7, 2024, City Council approved the CDBG Action Plan, which included a $15,000 grant to Harbor House. However, Harbor House declined the grant in July 2024. As summarized in the City Manager-approved Minor Amendment #1 to Program Year 2024 CDBG Action Plan (Attachment #3), the $15,000 in available funds was redistributed to the remaining four non-profit social service grantees.

Four organizations received CDBG public services funding from the 2024 CDBG Action Plan for PY 2024-25. A total of $91,000 was expended, serving 12 homeless and 707 non-homeless LMI City residents. The goal to increase social services met HUD’s objective and outcomes of “Suitable Living Environment and Accessibility (SL-1).”
1)Many Mansions – Community Services (Apartment Residents):
expended $25,000.
2)Senior Concerns – Meals on Wheels: expended $20,500.
3)St. Vincent de Paul – Emergency Assistance: expended $20,500. 4)Turning Point Foundation – Our Place Safe Haven: expended $25,000.

Administration
The City is entitled to recover a portion of its CDBG program costs, including staffing, public notices, printing, overhead, participation in the Ventura County Regional Consolidation Plan, and a Fair Housing Counseling program, a collaboration with the County of Ventura and the Housing Rights Center of Los Angeles. The City’s administrative cost was $108,465.85 and is less than 20 percent of the annual CDBG grant.
