BACKGROUND:
The City’s water distribution system has approximately 17,000 service connections and serves a population of about 53,000 people. The City receives imported water through 11 turnouts with Calleguas Municipal Water District (CMWD) and distributes the water to approximately 36 percent of the City. The City’s water

distribution system consists of 16 water storage reservoirs with a total capacity of
35.5 million gallons, 16 pump stations, approximately 230 miles of pipeline, and 1,900 fire hydrants.
The Water Master Plan (WMP) is a comprehensive evaluation of the City’s water system focused on meeting the City’s mission of providing a safe and reliable water supply to customers. The WMP provides a detailed analysis of the system and a long-term maintenance and operations strategy to meet transitional and long-term needs. The WMP identifies ways to improve the safety and reliability of the system and assures the system’s compliance with all applicable regulations. This will result in safer, more efficient, and cost-effective operation and maintenance of the system.
In 2005, the City completed its first Citywide WMP that included an extensive Capital Improvement Program (CIP). The CIP contained recommendations on new improvements, upgrades, and operational changes to address deficiencies and enhance efficiency for the City’s short-term and build-out water demands for domestic use and fire storage.
WMP reports are typically updated every 10 years. In July 2015, City Council awarded a Professional Services Agreement to Kennedy/Jenks to update the City’s 2005 WMP. The update, which was ultimately completed in 2018, focused on optimizing existing infrastructure while maintaining flexibility to adjust to future operational scenarios and considered the “new normal” of reduced water delivery and a greater emphasis on conservation. The WMP also focused on developing operational strategies to maintain the quality of the water in the system.
DISCUSSION/ANALYSIS:
Over the last seven years, the City has made investments in its water system based on the recommendations from the 2018 WMP Update, along with resiliency and site hardening improvements, which have significantly improved the City’s overall water reliability. The 2025 WMP Update will focus on the following tasks, as further detailed in Exhibit A to the attached contract:
•City’s Hydraulic Model Calibration
•Water Demand Analysis (existing and future)
•Existing Water System Evaluation
•Development of a 10-year CIP
Kennedy/Jenks is uniquely qualified to prepare the City’s 2025 WMP because of its extensive knowledge of the City’s water distribution system and its operation.

Storage Optimization, and Hydraulic Model Update. Therefore, staff recommend that City Council approve a single-source designation for the selection of Kennedy/Jenks and approve the award of the proposed Professional Services Agreement for the preparation of the City’s 2025 WMP Update.
