TO:Andrew P. Powers, City Manager
FROM:Nader Heydari, Public Works Director
DATE:October 7, 2025
SUBJECT: 2025 Transit Title VI Plan Update
RECOMMENDATION:

1. Approve 2025 Transit Title VI Plan Update for City-operated transit services.

2. Adopt resolution of approval, required as a condition of Federal Transit Administration (FTA) funding.

3. Find that this action is not a project as defined under the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. $9,100 in consulting fees were expended to assist in preparing the 2025 Transit Title VI Plan Update Report is included in the Adopted FY 2025-26 Transportation Fund Budget.

BACKGROUND:

The Thousand Oaks Transit (TOT) program was established in 1981. TOT provides approximately 200,000 passenger trips annually to residences and businesses across Thousand Oaks and beyond, with an overall service area of 138 square miles serving a population of over 420,000 residents. TOT offers fixed bus routes, Senior Dial-A-Ride (DAR), and Americans with Disabilities Act (ADA) paratransit services.

In addition, TOT is under contract to provide the following services:

1. Local shuttle service (Kanan Shuttle) for the County of Ventura

2. DAR, ADA Services, and vehicle maintenance services to the City of Moorpark

3. DAR services to the City of Westlake Village

4. General DAR and special event bus services to the City of Agoura Hills

5. DAR and ADA services to the County of Ventura

6. Inter-city DAR and ADA service to the East County Transit Alliance (ECTA) Title VI of the Civil Rights Act of 1964, as amended, requires agencies receiving federal funds to maintain and update a Title VI Plan every three years. The Title VI Plan is designed to ensure that transit services are offered without discrimination against any segment of the population served. They also provide residents with the necessary resources to file complaints regarding discrimination. Additionally, when population demographics reach certain thresholds, transit agencies are required to provide written translations of certain materials in languages other than English.

Prior to 2015, the City, as a sub-recipient of funding from the FTA, operated under the Ventura County Transportation Commission (VCTC) Title VI Plan. To better serve the residents of our community and tailor the plan to the City’s specific ridership, it was determined to be beneficial for the City to adopt its own Title VI Plan specific to its own service area. City Council approved the initial TOT Title VI Plan in 2015, followed by the approval of the first plan update in 2018.

In early 2021, VCTC granted a deferment for a full Title VI Plan Update due to the COVID-19 pandemic and allowed local agencies to provide a limited update instead. TOT subsequently initiated a full update in 2022, and City Council adopted the full Title VI Plan Update at the May 9, 2023, public hearing.

DISCUSSION/ANALYSIS:

The City is committed to ensuring no person is excluded from participation in or denied the benefits of its services on the basis of race, color, national origin, or any protected class. The TOT Title VI Plan helps ensure transit services are provided without discriminating against transit riders and provides residents with the resources to file a complaint of discrimination.

On April 21, 2025, a single-source agreement in the amount of $9,100 was executed under City Manager authority with Moore & Associates for the preparation of the 2025 Title VI Plan Update (Attachment #1). Moore & Associates also has a long, successful history of preparing transit plans for various local agencies throughout the western United States, including VCTC.

The 2025 update includes demographic data obtained from the American Communities Survey, which surveys relevant local non-profit groups based on their relationship to TOT services (e.g., frequent users, purchasers/distributors of fare media, etc.), as well as surveys collected from recent riders of TOT. survey responses indicate that no significant changes to the TOT Title VI Plan are needed at this time, and users are generally satisfied with the services provided.

In addition to the Title VI Plan Update, FTA regulations stipulate that City Council adopt a resolution (Attachment #2) as a condition of continued funding. Staff recommends City Council approval of the 2025 Title VI Plan Update and resolution.

Community Outreach: The draft Title VI Plan Update was posted to the City website, https://toaks.gov/titlevi, for public review two weeks in advance of the October 7, 2025, City Council meeting, and links were provided on TOT’s social media platforms.

COUNCIL GOAL COMPLIANCE:

Meets the following City Council goals:

A. Create a more equitable, accessible, safe, welcoming, and inclusive government and community regardless of race, color, ethnicity, religion, sex, physical or mental ability, sexual orientation, gender identity and expression, age, language, education, and/or socio-economic status.

B. Provide municipal government leadership which is open and responsive to residents, and is characterized by ethical behavior, stability, promoting public trust, transparency, confidence in the future, and cooperative interaction among civic leaders, residents, business representatives, and staff, while recognizing and respecting legitimate differences of opinion on critical issues facing the City.

C. Operate City government in a fiscally and managerially responsible and prudent manner to ensure that the City of Thousand Oaks remains one of California's most desirable places to live, work, visit, recreate, and raise a family.
