Subject: Agenda Item 10.A. – 2025 California Building Standards Code with Local Amendments (MCA-2025-70002)
As mentioned in the staff report of the above- referenced agenda item, the 2025 California Building Standards Code regarding adopting optional construction standards for tiny houses that have been published by the State was inadvertently omitted from the original ordinance due to a clerical error. Therefore, the ordinance is modified to include the 2025 California Residential Code, Appendix BB Tiny Houses on page 37 under Section 8- 7.02. Also , due to an inadvertent clerical error, there is a change to the letters of sections AZ104.1 to CJ104.1 under Section 8-7.09 on page 44.

N/A This comment is a follow-up to the emails I have sent to each council member. The Board of Forestry’s “Zone 0” proposal is to be finalized by the end of 2025 (86 days), and this will affect our city’s building codes.
Once again, I am asking you, our elected officials, to get involved with this incredibly important and timely issue for our community. The current draft language of the proposal includes a 5-foot hard zone around all buildings, which would be devastating to our lush eco-system, is not backed by good science, and would place massive financial burdens on your homeowner constituents.
If you agree that the BOF’s one-size-fits-all approach does not work, please contact Jolena Voorhis, Legislative Advocate, Public Safety for the League of California Cities:
[email protected].
As Assemblymembers Irwin and Harabedian stated in their guest column in the "Ventura County Star," the proposed draft is one-size-fits-all and is not feasible in Thousand Oaks and the surrounding areas.
Let’s start 2026 with regulations for the undisputed hazards: replace unsafe attic vents with ember blocking vents, remove any dead trees or plants from yards, and restrict where firewood may be placed in yards. Then move forward from there with guidance that is science based and that homeowners can reasonably afford and implement. A 5-foot hard zone would be devastating to our counties.
