RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
THOUSAND OAKS TO ALLOW CONCURRENT PROCESSING OF
A SPECIFIC PLAN AMENDMENT AND ENTITLEMENT
APPLICATIONS FOR THE DEVELOPMENT OF PROPERTY
WITHIN THE AMGEN SPECIFIC PLAN AREA, AND FINDING THAT
SUCH DECLARATION IS NOT A PROJECT SUBJECT TO
ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA)
WHEREAS, pursuant to Section 15378 of the State CEQA Guidelines, the authorization for concurrent processing of the Specific Plan Amendment and related entitlements does not constitute a “project” under CEQA; and WHEREAS, even if the action were determined to be a project, it would be exempt under Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that there is no possibility the activity may have a significant effect on the environment; and
WHEREAS, the proposal requires an amendment to the Amgen Specific Plan (SP-16) to align with the General Plan 2045; and
WHEREAS, City staff has requested that City Council allow concurrent processing of entitlement applications along with the proposed Amgen Specific Plan (SP-16) Amendment.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Thousand Oaks hereby authorizes concurrent processing of legislative actions and project entitlements for the contemplated development within the Amgen Specific Plan (SP-16).
