RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF THOUSAND OAKS APPROVING
AND ADOPTING WATER METER
INSTALLATION FEES AND DEPOSIT AMOUNTS
PURSUANT TO THOUSAND OAKS MUNICIPAL
CODE SECTION 10-2.711
WHEREAS, the City of Thousand Oaks owns and operates a municipal water system and installs water service connections and meters for customers in accordance with Thousand Oaks Municipal Code (TOMC) Section 10-2.711; and WHEREAS, TOMC Section 10-2.711 authorizes the City to recover the cost of labor, equipment, and materials associated with installing water meters through the establishment of fees and deposits; and
WHEREAS, it is the City’s intent to maintain both flat fees for standard water meter installations and deposit-based charges for larger or custom installations, ensuring that all costs are recovered equitably; and
WHEREAS, the City Council desires to establish flat fees and deposit amounts effective January 5, 2026, and which shall remain in effect unless or until subsequently incorporated into the User Fee Manual or other fee schedule adopted by resolution of the City Council; and
WHEREAS, in accordance with California Government Code Section 66016, the City Council caused noticed of the public hearing to be published and made available to the public; and the supporting studies for the proposed water and wastewater rates and fees were made available for public review at least 10 days prior to the noticed Public Meeting; and
WHEREAS, City Council, on November 4, 2025, conducted a Public Hearing on the proposed Water and Wastewater Rates and Fees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THOUSAND OAKS AS FOLLOWS:
Section 1. Effective January 5, 2026, the following water meter installation fees and deposits shall apply in accordance with TOMC Section 10-2.711:

¾” Fire-Rated & E-Series $680 Flat Fee

1" E-Series $700 Flat Fee
1” Fire-Rated $780 Flat Fee
1-1/2" $1,500 Deposit
2" $1,800 Deposit
3" $2,000 Deposit
4" $3,500 Deposit
6" $6,000 Deposit
Flat fees apply to standard installations for ¾-inch and 1-inch meters based on typical labor, material, and equipment costs. Deposit-based charges apply to all larger or custom installations and shall be reconciled based on actual time-and-materials cost.
Section 2. The Public Works Director or designee is authorized to implement this schedule and make minor administrative adjustments as necessary to ensure full cost recovery, consistent with the methodology described in TOMC Section 10-2.711.
Section 3. This Resolution shall take effect on January 5, 2026 and shall remain in effect unless or until subsequently incorporated into the User Fee Manual or other fee schedule adopted by resolution of the City Council.
