3. Find that this action is not a project as defined under the California Environmental Quality Act.
LEVINE ACT ITEM: Yes
FINANCIAL IMPACT:
No Additional Funding Requested. $920,000 is included in the FYs 2025-2027 Adopted Water Capital Fund Budget for CI 5771. $920,000 is included in the FYs 2025-2027 Adopted Water Capital Fund Budget for CI 5791.
BACKGROUND:
The City’s water distribution system has over 17,000 service connections and serves a population of approximately 53,000 people. The City receives imported water through 11 turnouts with Calleguas Municipal Water District and distributes

the water to approximately 36 percent of the City. The remainder of the City is serviced by other water purveyors. The City’s water distribution system consists of 16 water storage reservoirs with a total capacity of 35.5 million gallons, 16 pump stations, approximately 230 miles of pipeline, and 1,900 fire hydrants.
Drought and conservation efforts have impacted disinfection residual levels in the City’s water storage facilities, making the use of disinfection boosting systems necessary for maintaining water quality standards. Disinfection boosting systems allow for the continuous monitoring of water quality and the injection of a precise dose of disinfectants into the systems whenever levels drop below an established threshold. In 2023, a technical study conducted by Kennedy/Jenks Consultants, Inc. recommended the installation of permanent disinfection boosting systems at 10 of the City’s 16 reservoirs to address the water quality improvements due to reduced demand and longer water age in the reservoirs brought about by the 2022 drought and subsequent conservation measures.
Currently, the construction of permanent disinfection boosting systems is underway at the Pederson Road and Willow Lane Reservoir sites, with completion scheduled by December 2025. The City also owns and operates two portable disinfection boosting trailers that are placed at water facilities on a rotational basis to help maintain water quality.
DISCUSSION/ANALYSIS:
The proposed permanent disinfection boosting systems at the La Granada Reservoir (CI 5771) and Lang Ranch Reservoir (CI 5791) (Attachment #1) will ensure that water disinfection levels can be maintained in these reservoirs to provide the highest level of water quality in those service areas.
The Public Works Department is managing several ongoing capital improvement projects with AECOM in connection with the City’s reservoirs and pump stations.
Currently, AECOM is the engineering consultant for the design and construction support services of two permanent disinfection boosting systems at Pederson Road (CI 5534) and Willow Lane (CI 5757) Reservoir Sites.
AECOM is uniquely qualified to perform the necessary design work due to their extensive knowledge and familiarity with the City’s water reservoirs and pump stations. AECOM was previously selected through a competitive process for the design, preparation of construction contract documents, and support services during the bid process for improvements at 10 reservoirs and 12 pump station facilities as part of the Site Improvements at Reservoirs and Pump Stations (CI 5520) Project. Additionally, AECOM provided the design and engineering services for the City’s water system Supervisory Control And Data Acquisition (SCADA) System Master Plan Update and Implementation, completed in 2023, and the Permanent Disinfection Boosting System (CI 5771) (CI 5791) November 4, 2025

SCADA Optimization project, currently nearing completion, and prepared the AutoCAD site plans for Lang Ranch Pump Station Improvements under CI 5753 (currently under construction), including design for SCADA integration of the upcoming chemical boosting station at this reservoir site. AECOM also provided professional services similar to those in the proposed agreement, including electrical, mechanical, structural and civil design in connection with the Permanent Disinfection Boosting Systems at Pederson Reservoir (CI 5534) and Willow Lane Reservoir (CI 5757) projects. The work completed by AECOM on these past projects can be utilized here, and AECOM has demonstrated expertise, competence, credentials, resources, and other professional qualifications required for the specialized and complex nature of the proposed permanent disinfection boosting systems.
To realize the advantages and economies of scale obtainable by using a consistent design methodology across multiple sites, and building on previously completed work, staff recommend approving a single-source designation and awarding the Professional Services Agreement to AECOM for $104,972 (Attachment #2), to provide engineering services for the Permanent Disinfection Boosting Systems at La Granada (CI 5771) and Lang Ranch (CI 5791) Reservoirs.
