Nader, I spoke to Brian Stark. The following is based on my conversation with him. In my opinion this project has been poorly thought out and includes things not being addressed at all. 1) Since the Staff report was posted on Friday, October 31, 2025 I was told that the Lynn Road fencing replacement map is being adjusted yet again (third time in the last month) and will be included in the Supplemental Report tomorrow. Based on what I was told I believe these latest changes are not immaterial or minor adjustments. As such, the agenda item should be pulled according to established California law. 2) I was told that the current proposed replacement is now for two separate sections totaling approx 1,600 ft total leaving 1,800 feet unchanged. There is no commitment/plan to replace the rest of the woodcrete fencing between the National Park (at Via Goleta) and Rancho Dos Vientos Drive anytime certain. Will there be a formal commitment to replace the remaining sections next year? I was told that it is impossible. So now there will be an eyesore of two mismatched sections (dark wood vs light tan woodcrete) out of six and which will remain indefinitely. Why can’t the funds be held and used when the rest of the funds are available for the entire project? There is only a small hardly-noticeable 50 ft woodcrete section missing due to an accident. As I keep saying no one that I know has noticed this. It can remain that way in the meantime. 3) This leaves a remaining 850 ft section of Lynn Road woodcrete fence from the National Park to Via Las Brisas which is not being considered at all, now nor in the future. Brian has no idea who is responsible. Nor does he care as there is no adjacent COSCA property. So who is responsible? How long will this section be allowed to remain mismatched and decay? Will this remain a permanent eyesore as well? The fence appears to be on National Park Property and also on Ventura County property as storm drainage. Shouldn’t the city be looking to manage the aesthetics of all adjacent properties in Dos Vientos? Wasn’t the city responsible for the entire master plan for Dos Vientos? Did this slip through the cracks? 4) Your report in the Council Agenda says: “Community Outreach: Staff have established a public outreach plan for the project, with particular focus on residents adjacent to the project locations, as well as the general public.

Communication tools such as website updates and social media posts will be used to inform the community and receive feedback. A dedicated project webpage will be launched on the City’s website to share updated information throughout the construction phase.” Brian said the only “community outreach” will be two public hearings. One now for the RFP and the one for the contract award. As I said below true community outreach happens before any RFP’s are approved.

Nader,

My initial response is that this item should be pulled from the council agenda to a future date. I don’t believe there is any urgency. After all, we have waited one and a half years or longer since the vehicular accident damaged the portion of fence which started all this. This would also allow for community outreach for any changes which would create a visual eyesore. It will also allow for the creation of a plan for the completion of the project if it is not all done at the same time. And the allowance for any other bodies to address the matter as appropriate.

Good morning John. I believe one of the maps that was published in the council packet may have not accurately shown the final changes to the split rail fencing. Brian from Cosca will be responding to you later today with a clarification (and we may also need to update the maps accordingly).

Thank you, Nader, for keeping me updated. My initial observations are as follows.

1) It seems rather odd that the city would go out to bid before it reaches out to the community for comments. This gives the impression that it is a done deal already. With this item being on the Council’s consent calendar with possibly no discussion it is even more concerning.

2) I see the length of fence replacement on Lynn Road by the Rancho Potrero Equestrian Center has increased significantly since just a couple of weeks ago. While that is good it still leaves the visual inconsistency issue I have been complaining about. In order to resolve this I propose the replacement fencing be expanded by two more, albeit smaller, sections. The first is east to Ranch Dos Vientos Drive and the second is west to Via Las Brisas. Considering the surprisingly low estimated costs I’m sure the City/CRPD can find it in their budgets and complete the project at one time, not over an undefined multi-year period, if at all. The CRPD seems to find money for improvements to the equestrian center there such as the recent lighting project. Anyway, I am confident there would be overwhelming neighbor support including my own for the complete replacement of the woodcrete fencing along the entire stretch of Lynn Road south.

3) As I have said below I would prefer leaving the fencing the way it is rather than creating an unnecessary eyesore by not completing the project at one time. There is only 30-40 feet of missing 7 3
fence and is hardly noticeable. Shouldn’t this be a consideration and also a discussion item by Council now, not at the time of contract award?

4) I am also concerned that the COSCA Board and the CRPD were not part of the development of this proposal. They will be the ones hearing the complaints from residential neighbors.

Please forward this email string along with attachments to City Council for its upcoming meeting Tuesday, Nov 4. I hope the item is pulled from the consent calendar and given the debate it deserves.

Thank you

Hi Jon,
This item will be going to City Council this coming Tuesday (first step in the process, to authorize us to go out for construction bids). We’ve expanded the section of COSCA fence as part of the project (Brian can clarify the details of that).

Nader and Jim,
Did the Council and Park Board already approve the expenditure for replacement of 750 feet of woodcrete fence on Lynn Rd south side between Via Goleta and the first equestrian center driveway? Were the Council and Park Board made aware of the different materials to be used (dark brown wood replacing tan colored woodcrete)? Were the Council and Park Board made aware that the materials could very well be considered an eyesore because of lack of symmetry with adjacent fencing spanning at least one half mile? Were the Council and Park Board made aware that replacement of adjacent fence could be years away, if ever, effectively making the current project a permanent feature? Were the Council and Park Board made aware that only about 30-40 feet of fence needs replacement not 750 feet?
Please advise meeting dates.

I’m certain that if a resident survey were done there would be little support for this project and that many would prefer to leave the missing section of 30-40 feet, as it has been for over a year now, rather than swap out 750 feet without consideration of replacing the remainder of the half mile of fence.

Thank you

John,
COSCA is a joint powers agency representing a partnership of the City and CRPD. As such, some of our agency’s actions may occur in concert with our parent agencies. Thus, the contracts may be held by COSCA, the City, or CRPD. When COSCA is the contract holder, 9 5
the COSCA Board approves the contracts. When the City is the contract holder, the contract goes to the City Council and CRPD contracts go to the CRPD Board. COSCA’s budget exists as portions of the City’s and CRPD’s budgets, as each agency is responsible for 50% of our budget expenditures. In the most recent budget, it was determined that including COSCA’s fence replacement expenses would be added to an existing capital improvement project at the City. By combining our project with a City contract, we achieve a greater economy. Economy means a lot for an agency with budget limitations.

COSCA’s Board provides governance but has delegated the operations of the agency to staff. Priorities for the maintenance of infrastructure are made by me in consultation with COSCA’s field division staff, and in this case, Public Works staff, based on need, our ability to achieve greater economy, and adherence to COSCA’s Board-approved Management Guidelines and Principals. COSCA’s guidelines for fencing read “Fencing and barrier materials should also be designed to harmonize with natural landscape features and utilized to direct entry into open space at specific entry points, control off-road vehicle access, and provide safe separation of visitors and horses from hazards”. It is my judgement that a wooden fence best meets this intent. Regarding the magnitude of the project, any individual project still rests on the amount COSCA’s parent agencies approve in their respective budgets. This year we have enough funding to do the prescribed project with other funds withheld to manage any new damage to existing fencing and to service miles of other fences throughout our service area.

Brian,

I have looked at COSCA board meeting agendas for the past two years and don’t see any items regarding this matter. Has it already been approved by them somehow or has it yet to be heard? When was that 10 6
or when will it be? Or are you the decision maker? Doesn’t any RFP response still require the Board to approve a contract before the work can commence even if the project is “woven” into a bigger city project? As you can see I am trying to ensure that the Board and/or the City/CRPD is fully aware of my/others’ concerns. As I explained below Matt Kouba attempted this on a smaller scale and reversed course afterwards.

I am sorry to say that for the past year I was under the impression that the current project would be much bigger and I would support that. But I do not support a 750 ft section which will be an eyesore until all the adjacent sections are changed as well. And I get the impression it could be years before that happens.

Please advise.

Good morning, John,

The woodcrete fencing on the south side of Lynn Rd. is nearing the end of its service life.

Continuing to make a patchwork of repairs is not cost-effective and will become increasingly difficult as the posts continue to degrade. The sooner we begin replacement the sooner we will have a uniform fence. Replacement of all COSCA fences make use of COSCA’s fence standard (wood). This applies system wide. I will ask rangers to keep an eye out for dislodged rails and to reset them the best they can when they find them.

If you’d like to follow up with NPS on their fence, I recommend contacting them at (805) 370-2300 and requesting the appropriate staff member. My prior contact has been Kenneth Low ([email protected]). I heard he may have retired, but you might still give him a try in case he’s still there. Please note, however, that with the federal government shut down, responses from federal agencies will likely be delayed and they may not be monitoring messages.

Due to the re-scheduling of COSCA’s final “regular” Board meeting of the year, the next meeting on December 10th will technically be a “Special Meeting” under the Brown Act With this designation, discussions are limited to items appearing on the agenda and there will not be a public comment period. The COSCA Board meets 4 times annually, and the next “regular” meeting with a comment period will be in February 2026. Dates will be posted following the December 10 special meeting. I regret the long gap in time, but these are legal restrictions over which we have no control. In the meantime, if you’d like to reach the COSCA Board sooner, you may send them a letter. You can email that to me here, or mail to the address below and I will ensure that all members get a copy. 11 7

I understand that there is room for disagreement on aesthetics. Nonetheless, we must work progressively on replacing degraded assets with an eye on future management responsibilities and expenses.

Brian,

I’ve now had a chance to look further at the situation.

In my opinion the wood replacement for the 700-750 ft woodcrete fence section between Via Goleta and the first equestrian center driveway will definitely look out of place. You say “we think it can stand alone as a landscape feature.” I would completely disagree and I’m sure most residents would concur. I don’t know the exact length of woodcrete fence on Lynn Road south but would imagine it is at least one half mile, maybe more. A 750 dark-wood section in the middle just won’t look right. Why don’t you do a resident survey for this significant change? I also believe it is unnecessary considering the replacement for the damaged section is only about 5 sections or 30-40 feet. Why replace 700-750 feet of good woodcrete with wood? It doesn’t make sense to me unless the entire south side of Lynn would get wood replacement quickly. That’s a lot of fence and you’ve already said “COSCA’s budget cannot support a project of that magnitude.

In the meantime there are at least a dozen horizontal rails along Lynn Road south side which should be righted. That should be a simple fix.

Lastly, you did not say you will follow up with NPS on their damaged fence. Please advise if you will or help direct me to the correct department. Maybe the name of retired NPS contact would help.

It appears we are at an impasse. Please advise when and where the next COSCA Board meeting will be.

Good afternoon, John,

The fence at the entry to the National Park is the responsibility of the National Park Service.

That land was transferred to them by the city, and they assumed ownership of all infrastructure. My contact over there recently retired, so I don’t currently have a recommendation. It’s likely that their offices are currently closed due to the federal government shutdown.

The section south of Via Goleta and Via Andrea is scheduled for replacement with wood as part of a long-term effort to convert aged woodcrete fencing in that stretch of the south side to wood. That project has been woven in with a pending City project and will include about 700-750 feet of fencing on Lynn Rd (see attached map – area marked in red). I believe a request for proposals is out now or will be out shortly. As Kevin noted, wood is easier and more cost-effective to manage and maintain. COSCA’s fence standard has always been wood, so this section of Lynn Rd. is an outlier.

I understand the aesthetic concerns of a mismatch, but we believe the wood fence fits well against the backdrop of open space and has an appropriate rural appeal. It will look like the fence southwest of Rancho Dos Vientos. At +/- 750 feet in length, we think it can stand alone as a landscape feature. Replacing everything at once would certainly be nice, but COSCA’s budget cannot support a project of that magnitude. Phasing over time is really the only real pathway. Funds have been bookmarked in the coming fiscal years to make that happen. Ultimately, we think the new wood fence will be an aesthetic improvement over the aged condition of the woodcrete, it will just take some time to get there.

I believe we all concur with the frustration over area drivers. The frequency of damage here makes the whole situation more difficult and costly. We will, of course, monitor the area for new damage, and respond with the resources available.

Brian,

I believe there are currently two sections of woodcrete fence on the south side of Lynn Road between Via Andrea and Via Las Brisas which need repair. One is at the entrance to the National Park at Via Goleta (east side). It looks as if a car drove into a section and there is a debris field there. I don’t know if this is NPS responsibility or COSCA’s. The other is between Via Goleta and Via Andrea also from a car accident. The debris had been removed over a year ago but there remains a large gap of two or more sections. There are also dropped horizontals here and there. Please advise of repair plans.

As I’ve written below please advise of any plans to replace woodcrete with wood on the South side of Lynn Rd. Again, I am concerned with symmetry. As I said below …. many years ago Matt Kouba and the CRPD replaced some woodcrete fence sections on the Northside of Lynn Road with wood. It looked horrible/dumb, a hodgepodge look. He replaced them back to woodcrete. I can certainly understand that wood is preferred but any large replacements should maintain aesthetics.

As I have said over the years if the city could stop the racing on Lynn then 99% of the previous repairs would not have been needed. I can only imagine the expense over the past 25 years.

Thanks

John

Hello John,

Thank you for your continued interest in the aesthetics of Lynn Road adjacent to Dos Vientos.

Hopefully, I can help fill in some of the missing information that you are inquiring about.

Years ago – shortly after I replaced Hans Faber as the City’s Landscape Supervisor – I was looking for ways to help reduce costs for the constant need for repairs of damaged split rail woodcrete fence along the north side of Lynn Road adjacent to Dos Vientos. As you recall, certain sections of fence near Via Acosta were constantly being struck by vehicles (same as now). Unfortunately, woodcrete has a propensity to incur damage beyond the impact site because the material is ridged and does not flex the same way wood does. Damaged wood fencing typically only needs to be repaired at the impact site while woodcrete fencing often needs to repaired many feet beyond the impact site. Shortly after I started switching the woodcrete out to wood (same as what CRPD was doing), it was brought to my attention that the Dos Vientos Master Plan specifically calls out woodcrete fencing for specific areas within the development. Matt Kouba and I discussed this newly disclosed information and agreed that the residents of Dos Vientos would be better served if the City took over all the fencing along the north side of Lynn Road. This decision seemed to make sense at the time because the City was already collecting assessments through LLAD Zone 32 for landscape maintenance along the north side of Lynn Road, including the DG path and most fencing, and it was the only way to truly maintain the continuity of the fence materials.

Fast forward to today, the City continues to maintain all the woodcrete fencing along the north side of Lynn Road adjacent to Dos Vientos and has no immediate plans to switch out the woodcrete to wood. However, the City is going to replace the fence located along the north side of Potrero near the top of the grade with new guardrail. The fence at this location is constantly being damaged and is not helpful in preventing wayward vehicles from traveling into the adjacent open space. Please know that David is the project manager for the guardrail project but is not the project manager for any of the fencing located along the south side of Lynn Road as this area is located outside of LLAD Zone 32 and is managed by a couple of different agencies including COSCA, CRPD, West Bay Company, and National Parks Service along Via Goleta. The City is assisting COSCA with their proposed repairs because our City engineers just recently replaced a large segment of fence on Erbes Road damaged by the Erbes Fire and have experience with the Request for Proposal (RFP) process including cost estimates. I’m including Brian Stark, COSCA Manager, on this email as he may be better suited to answer any questions you have regarding COSCA’s respective sections of fence; however, I believe it would be fair to say that COSCA is looking to eventually replace all woodcrete fencing under their purview with wood fencing for the same reasons I mentioned above.

While both wood and woodcrete fencing is expensive – and costs is always a limiting factor when considering any project’s size and scope - I would be remised if I did not point out that woodcrete fencing is now approximately three times more expensive than wood.

Thank you.

FYI, many years ago Matt Kouba and the CRPD replaced some woodcrete fence sections with wood. It looked horrible/dumb and after complaints he replaced them back to woodcrete to maintain symmetry. I have the same concerns. I would like to know specifically how wood will replace woodcrete for these five sections on the South side of Lynn west of Via Goleta while maintaining symmetry. I’m not sure it’s possible especially considering the entrance to the National Park at Via Goleta which has woodcrete going from Lynn Road deep into the entranceway to the gate.

David,

Not sure what you mean by “the east end of the Equestrian Center driveway.” There are four driveways in that section. Please advise.

Also, the fencing section closest to Via Goleta continues from Lynn Rd and goes into the entrance driveway into the National Park. How exactly will that be done seamlessly?

John

Hello John,
Below are the answers to your questions below.

South side of Lynn from Rancho Dos Vientos Drive to Via Goleta.

1. The section of woodcrete fence is maintained by COSCA. Only a partial section of the fence will be replaced with wood, starting from the east end of the Equestrian Center driveway and extending up to the Via Goleta project, which will be out to bid and scheduled for completion early next calendar year (2026).

South side of Lynn from Via Goleta to Via Las Brisas.

1. COSCA maintains the section of fence and will not be replaced as part of the project.

North side of Lynn from Potrero Rd to Rancho Dos Vientos Drive.

1. The City will repair that section of the fence within the next month (2025). Part of the fence will be replaced with a guard rail closer to the City limits in 2026.

Procuring the woodcrete fence material can take up to four or five months, and scheduling the replacement can add to the time frame. To avoid such delays, the sections of woodcrete the need complete repair will be replaced with wood fencing.

David,

I’m still a bit confused. Let’s break up the sections and address them one by one.

South side of Lynn from Rancho Dos Vientos Drive to Via Goleta.

South side of Lynn from Via Goleta to Via Las Brisas.

North side of Lynn from Potrero Rd to Rancho Dos Vientos Drive.

Please advise if these are part of the CIP and scheduled for replacement. Please advise when they will be replaced by calendar year (or quarter) not fiscal year.

Will the sections above that are not part of the CIP be repaired with woodcrete? And each repair takes 4 or 5 months just to obtain the product?

Thank you.

John

Hello John,

Let me clarify. The CIP includes multiple sections of fence throughout the City, with the possibility that the whole project could roll over into the next fiscal year. The section of fence adjacent to the horse stable is going to be replaced with a wooden fence to allow faster and more efficient repairs.

We have to wait up to four to five months for the woodcrete fencing. Replacing that section of fence is going to be the first section completed of the overall project.

Please feel free to reach out to me with all fence and landscape maintenance-related issues.

Thank you

-David C.

Thx for update. First off, for some reason I thought the CIP was to be completed much quicker. It appears I was mistaken or things have changed. Since the CIP will take years to complete I believe the fencing should be maintained until replaced. And it appears, as you imply, the city agrees with that but has let maintenance lapse since it took over responsibility from the COSCA/CRPD. Is the city’s intent to keep maintained and repair the existing fencing until it is replaced? Should I be contacting you when I notice a need or a lapse of maintenance? How will the city prioritize the order in which fencing is replaced?

Good morning John,

My name is David Chavez, and I am the City's Landscape Maintenance Supervisor. I want to update you on the fence along Potrero Road, adjacent to Dos Vientos. The smaller section of the fence before Camarillo will be replaced in early October. The longer section of the fence will be included as part of a Capital Improvement Project (CIP). This larger section was approved by the council and is expected to be completed within the next two fiscal years. The CIP will go out for bid later this year, along with other sections of fencing around the city. If you would like, I can provide you with updates on the project from time to time.

Thank you

David Chavez
