BACKGROUND:
In compliance with Standards of Operations Resolution No. 2023-008, each year the Mayor sends the previous year’s City Councilmember Committee Assignments list to each City Councilmember to review and request potential revisions. The Mayor then reviews and discusses City Councilmember responses and prepares a proposed list of City Councilmember Assignments for the new calendar year.
Section 3 (Committee Assignments) of Resolution No. 2023-008 states that, “The Mayor will make all appointments to City Council Committees, with concurrence of City Council.”
DISCUSSION/ANALYSIS:
Mayor Taylor reviewed the 2025 City Councilmember Committee Assignment list and made minor amendments. In addition to these minor changes, the 2026 City Councilmember Committee Assignment List includes a new board, the Ventura

County Continuum of Care Board, due to new guidance from The United States Department of Housing and Urban Development (HUD).
HUD recently issued a Notice of Funding Opportunity (NOFO) focused on enhancing partnerships with first responders and law enforcement to boost service engagement. HUD recommends that the local Continuum of Care (CoC) Governance Board includes three elected official Board seats and at least two seats for law enforcement representatives. Although the NOFO was later rescinded and is currently being revised by HUD, Ventura County CoC staff anticipate that this language will remain in the updated version. Consequently, the Ventura County CoC staff suggested proceeding with the revised Governance Board structure.
On December 19, 2025, the Ventura County CoC Board approved the addition of three publicly-elected officials or their alternates to the CoC Board. This includes one County of Ventura Board Supervisor, one West County jurisdiction official, and one East County jurisdiction official. Beginning in the 2026 term, the City of Thousand Oaks will occupy one East County seat, representing the largest East County homeless population (162) based on the 2025 Homeless Count. Following a two-year term, the East County elected official seat will rotate to the City of Simi Valley in 2028, which has the next largest homeless population (152).
For disclosure purposes, three commissions provide meeting stipends. The Ventura County Transportation Commission (VCTC) provides a stipend of $100 per meeting, not to exceed $200 per month. The Ventura Regional Sanitation District (VRSD) provides a stipend of $186 per day (including board meetings, ad hoc committees, or attendance at conferences), with a maximum of six days ($1,116) per month. The Clean Power Alliance (CPA) provides a stipend of $100 for each committee meeting the member attends, directors shall not receive more than three (3) stipend payments in any single calendar month. None of the other commissions, boards, and committees provide any form of monetary compensation.
The Proposed 2026 City Councilmember Committee Assignments List is included as Attachment #1.
