BACKGROUND:

The Public Works Department maintains 600 miles of sidewalks, curbs, and gutters along 384 miles of public streets citywide. Sidewalks, curbs, and gutters can be damaged by mature tree roots, expansive soil, or poor subgrade conditions. Repair or replacement of these concrete improvements provides safe and functional pedestrian travel and improves drainage. To minimize future damage from tree roots, root barriers are installed at the base of each tree when concrete repairs are completed.

To improve the efficiency of this program, the City has been divided into eight sub- quadrants, with sidewalk repair inspections performed in one sub-quadrant of the City annually (Attachment #1). Staff utilize a three-point grading system that rates the severity of defects and then identifies needs for asphalt, sidewalk, curb, and gutter repair and/or replacement. Priority is given to areas with higher pedestrian traffic, schools, public facilities, and connecting walkways.

The most recent Citywide Concrete Replacement and Sidewalk Repair Project (MI 2609) completed concrete repairs within portions of Quadrants 1 and 4, including high-traffic pedestrian areas near Wildwood Elementary School and Westlake High School in 2025.

In accordance with federal requirements under the Americans with Disabilities Act (ADA), in September 2016, City Council adopted a City ADA Transition Plan for pedestrian curb ramps in the public right-of-way (Resolution No. 2016-058). The Citywide Curb Ramps Projects, consistent with the ADA Transition Plan, provide for biennial reconstruction and modification of curb ramps throughout the City that are not yet in full ADA compliance. Reconstruction or modification of these ramps occurs in advance of street resurfacing projects to ensure roadway corridors meet Concrete Replacement, Sidewalk Repairs (MI 2659), and Curb Ramps (CI 5734) January 13, 2026

ADA standards prior to paving. Under the previous Curb Ramps Citywide Project (CI 5595) alone, 109 curb ramps were upgraded to meet ADA standards in 2024.

The 2026 Citywide Concrete Replacement and Sidewalk Repair Project (MI 2659) will cover additional high-priority areas within Quadrant 4 (Sub-Quadrants 4A and 4B), including improvements near Westlake Hills Elementary School and adjacent neighborhood walkways (Attachment #2). The project includes approximately 15,500 square feet of sidewalk replacement, 5,000 square feet of driveway approaches, 180 square feet of cross gutter, 730 square feet of spandrel, and 1,600 linear feet of curb and gutter.

The Citywide Curb Ramps Project (CI 5734) will address the modification/reconstruction of 160 curb ramps (Attachment #3) identified through the City’s ADA Transition Plan on streets scheduled for resurfacing as part of the upcoming Pavement Management Program.

Consistent with the City Council’s November 4, 2025, authorization to advertise the Citywide Concrete Replacement and Sidewalk Repairs (MI 2659) and Citywide Curb Ramps (CI 5734) as a single coordinated project, these two projects are being combined into a single coordinated contract to improve scheduling efficiency, quality control, and cost effectiveness due to economies of scale. This consolidated structure reduces administrative effort and streamlines construction activities.

DISCUSSION/ANALYSIS:

The project design and bidding documents were completed using in-house resources. On November 4, 2025, City Council authorized staff to advertise the 2026 Citywide Concrete Replacement, Sidewalk Repairs (MI 2659) and Citywide Curb Ramps (CI 5734) project for construction bids. The Notice Inviting Bids was published in the local newspaper on November 7, 2025, and was posted on the City’s OpenGov procurement site.

Six bids were received and publicly opened on December 10, 2025, as follows:

Bidder Bid

1. Martinez Landscape Co, Inc. Sylmar, CA $935,915

2. Toro Enterprises, Inc. Oxnard, CA $1,546,438

3. FS Contractors, Inc. Sylmar, CA $1,841,170

4. Environmental Construction, Inc. Woodland Hills, CA $2,061,470

5. Ardalan Construction Company, Inc. Thousand Oaks, CA $2,213,300

The apparent low bid from Martinez Landscape Co., Inc. was deemed non- responsive by City staff due to the bidder not possessing the required C-31 Traffic Control and Class A General Engineering licenses, as were specified in the project bid documents.

The bid package submitted by the second lowest bidder, Toro Enterprises, Inc., in the amount of $1,546,438, has been reviewed and found to be in order. A bid protest was received, reviewed, and rejected, and the bid protest period has concluded. Therefore, Toro Enterprises, Inc. is the apparent lowest responsive and responsible bidder. This bid is lower than the engineer’s estimate of $1,875,750.

Toro Enterprises, Inc. has satisfactorily completed similar projects for the City in the recent past.

Staff recommends award of the construction contract to Toro Enterprises, Inc. The project design, specifications, and Addendum No. 1 are available for review by request to the Public Works Department at [email protected] or (805) 449- 2400.

City Council previously found the project to be Categorically Exempt from the CEQA pursuant to California Code of Regulations, Title 14, Section 15301, Class 1 (Existing Facilities), as part of the November 4, 2025, authorization to advertise staff report. No further CEQA action is required.

Community Outreach: Staff have established a public outreach plan for this project, with a particular focus on residents located adjacent to the project, as well as the general public. Various communication tools and strategies, including direct mailers to residents, press releases, website updates, and social media posts will continue to be utilized to inform the public.
