RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF THOUSAND OAKS ADOPTING
MEMORANDUM OF UNDERSTANDING WITH
THOUSAND OAKS CITY EMPLOYEE ASSOCIATION
(TOCEA) AND RESCINDING RESOLUTION NO.
2025-024
WHEREAS, the negotiations between the representatives of the City and the Thousand Oaks City Employee Association (TOCEA) have resulted in a Memorandum of Understanding (MOU); and
WHEREAS, the City Manager has submitted for consideration of the City Council the attached comprehensive contract (Exhibit A), which supersedes all prior Memoranda of Understanding, Letters of Agreement or contrary provisions of the Salary Resolution, if any, and City Code Sections, if any; and WHEREAS, the City Council has evaluated and considered said MOU and recommendation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Thousand Oaks as follows:
Section 1. This Resolution shall rescind and supersede Resolution No. 2025-024.
Section 2. Adopts the updated MOU with TOCEA, attached to this resolution as Exhibit A to include new classifications.
Section 3. That the City Manager is hereby authorized and directed to carry out all of the provisions as described in the attached comprehensive contract applicable to all general employees effective January 31, 2026.

Section 4. The provisions of this Resolution shall become operative and in full force from and after January 27, 2026.
