BACKGROUND:
In 2019, the Thousand Oaks Police Department (TOPD) requested that the BMW R1250 RT-P motorcycle be designated as standardized equipment across the department. Standardization supports officer safety and operational efficiency by allowing motorcycle officers to seamlessly transition between units without operational differences. The City Manager approved this standardization request on November 25, 2019.

Police motorcycles have a four-year useful life and are replaced on a regular basis through the City’s fixed asset replacement program. The Traffic Enforcement Program relies on an eight-member motorcycle unit as a core operational component. Based on age and mileage, three motorcycles were scheduled for replacement in FY 2022-23, FY 2023-24, and FY 2024-25 (City asset numbers 6610-437, 6610-439 and 6610-440). In addition, one motorcycle (City asset number 6610-466) requires replacement due to a January 2025 traffic collision that rendered the motorcycle inoperable.
Although replacement was planned in prior fiscal years, TOPD was unable to procure motorcycles due to manufacturer and supply constraints. BMW discontinued production of the R1250 RT-P while transitioning to the newer model R1300 RT-P. During the transition period, police motorcycles were unavailable nationwide because of extended supply chain disruptions. The R1300 RT-P has only recently been available for purchase.
