BACKGROUND:
The City is responsible for maintaining approximately 384 miles of streets, representing one of its largest infrastructure assets. Regular maintenance through pavement repairs, sealing, resurfacing, and overlay programs is critical to preserving this asset, maintaining safe travel conditions, and extending pavement service life.
The City has traditionally maintained street surfaces using a combination of overlays, micro-surfacing, and slurry seal treatments. Arterial streets typically receive overlays, while residential and collector streets are treated using preventive maintenance methods such as slurry seals or thin overlays. For the 2026 Pavement Program, staff are implementing a balanced set of pavement preservation treatments to optimize cost effectiveness, extend pavement life, and promote competitive bidding. These treatments include pavement overlay, micro- surfacing, slurry seal, and thin maintenance overlay (TMO) applications, which together provide flexibility in addressing varying pavement conditions throughout the City’s street network.
In addition to the pavement program, the City continues to implement its Citywide Concrete Replacement and Sidewalk Repairs Program and Citywide Curb Ramps Program to address aging concrete infrastructure and improve accessibility in compliance with the Americans with Disabilities Act.
On June 10, 2025, City Council adopted a resolution in accordance with State requirements to remain eligible for Senate Bill 1 gas tax funding. On the same date, City Council approved a design services agreement with Pavement Engineering, Inc. to provide engineering support, as well as prepare plans and specifications for the 2026 Pavement Program.

Given the overlap in construction schedules, geographic areas, and inspection requirements across the pavement, curb ramp, and sidewalk repair programs, staff recommend utilizing a single qualified firm to provide construction inspection and materials testing services. This approach promotes consistency in inspection standards, improves coordination across concurrent construction activities, and enhances overall program delivery efficiency, consistent with how the City delivers multi-contract paving programs.
DISCUSSION/ANALYSIS:
The 2026 Pavement Overlay and Surface Treatment Program proposes to resurface approximately 50 miles of streets citywide using a variety of pavement preservation treatments (Attachment #1). The program includes 6.5 miles of pavement overlay on arterial streets, 18.0 miles of overlay on collector and residential streets, 0.4 miles of micro-surfacing on collector streets, and 25.4 miles of slurry seal primarily on residential streets.
Based on the type of pavement maintenance treatments, the overall program will be delivered through two separate construction contracts. The first, the 2026 Pavement Overlay Project (CI 5735, CI 5809, and MI 2626), includes citywide pavement overlay, TMO, and pavement rehabilitation at Hill Canyon Treatment Plant, Willow Reservoir and Calle Abedul. The second, the 2026 Pavement Surface Treatment Project (CI 5735, CI 5809, MI 2626, and MI 2661), includes slurry seal and micro-surfacing treatments, primarily on residential and collector streets.
Separating the program into two contracts allows the City to solicit competitive bids from contractors specializing in each pavement treatment type, enhancing bid competitiveness and ensuring cost-effective delivery. Staff will closely coordinate and manage both contracts to ensure consistent quality, scheduling, and traffic management throughout the citywide program. Budget appropriation from fund balance to cover the costs for this program will be included at the time of award when actual costs are determined after bid opening.
In addition to the pavement program, the City will concurrently deliver the Citywide Concrete Replacement and Sidewalk Repairs Program (MI 2659) and the Citywide Curb Ramps Program (CI 5734). These programs address aging concrete infrastructure and accessibility improvements throughout the City and are coordinated with paving activities where feasible, minimizing impacts to the public and improving overall project delivery.

Testing and Inspection Services
Material testing and specialty construction inspection support services are needed to ensure these projects are completed with high quality standards. In accordance with Government Code Section 4526 and Thousand Oaks Municipal Code Section 3-10.401, the City publicly advertised a formal Request for Proposals/Qualifications for construction inspection and materials testing services required for the 2026 Paving Program and the Citywide Curb Ramp and Sidewalk Repairs programs. The solicitation was advertised in the Thousand Oaks Acorn newspaper and on the City’s procurement website.
Unlike public works construction contracts, professional services agreements are not awarded solely on the basis of lowest cost. Proposals are evaluated based on demonstrated experience, qualifications, staffing capacity, technical competence, and overall value to the City.
On December 10, 2025, the City received seven proposals as follows:
Proposer Name Location
1. Flowers & Associates Santa Barbara, CA
2. UES Professional Solutions Oxnard, CA
3. Converse Professional Group Monrovia, CA
4. Certerra RMA Group Carson, CA
5. Twining, Inc. Long Beach, CA
6. Wildan & Associates, Inc. Anaheim, CA
7. American Engineering Laboratories La Habra, CA
Staff evaluated each proposal for content, qualifications, and quality. Twining, Inc., was selected to provide testing and inspection services based on the major following factors as well as the other selection criteria that was listed in the solicitation:
1. Experience with program materials and qualifications
2. Key personnel experience with similar projects
3. Knowledge of scope and project approach
4. Best overall qualifications and proposal
Staff recommends City Council approve the Professional Services Agreement with Twining, Inc. (Attachment #2) for a not-to-exceed amount of $1,076,818.60 as outlined in the recommendation of this report. These costs are in line with similar services obtained for previous pavement programs.
