FINDINGS ON ENERGY SAVINGS AND APPROVING A

SERVICES FOR THE ELECTRIFICATION AND

SERVICE CENTER (CI 5473, CI 5585, CI 5710, CI 5726,
AND CI 5760) PURSUANT TO GOVERNMENT CODE
SECTION 4217.12
WHEREAS, it is the policy of the State of California and the intent of the State Legislature to promote all feasible means of energy conservation and all feasible uses of alternative energy supply sources; and WHEREAS, California Government Code Sections 4217.10 through 4217.18 authorize the City Council, without advertising for bids, to enter into energy services agreements, for the implementation of energy related improvements if the City Council finds that it is in the best interest of the City to enter into such energy service agreements and that the anticipated cost to the City for thermal or electrical energy or conservation services will be less than the anticipated marginal cost to the City of thermal, electrical, or other energy that would have been consumed by the City in the absence of those purchases; and WHEREAS, the City proposes to enter into a Design and Build Contract for energy services and other related contract documents with RavenVolt, Inc. (an ABM company) (“RavenVolt/ABM”), pursuant to which RavenVolt/ABM will design, construct, and install on City property certain energy cost saving improvements consisting of a microgrid and energy storage battery facilities at the Municipal Service Center and arranging with the local utility for interconnection of the facilities, which will save energy costs for the site on which the facilities are located as well as provide additional benefits including, but not limited to, redundancy in the event of a power outage, and the installation of electric vehicle charging equipment that will allow solar and battery-stored energy to be utilized to fuel electric vehicles, greatly offsetting the cost of currently used petroleum-based fuels (Project); and
WHEREAS, pursuant to Government Code section 4217.12, the City Council held a duly noticed public hearing on February 24, 2026, to receive public comment; and

WHEREAS, the City Council has received information supporting a finding that the proposed energy services contract by and between the City and RavenVolt/ABM for the implementation of certain energy measures will result in a lower marginal cost to the City for thermal, electrical, or other energy than that which would have been consumed by the City in the absence of the implementation of the improvements under the energy services contract.
NOW, THEREFORE, the City Council of the City of Thousand Oaks does hereby resolve as follows:
Section 1. The proposed Design and Build Contract for energy services by and between the City and RavenVolt/ABM is in the best interest of the City.
Section 2. The anticipated savings to the City provided by the Project will be more than the anticipated cost to the City of electrical energy that would have been consumed by the City in absence of such measures.
Section 3. The City hereby declares its intention to enter into the proposed agreement with RavenVolt/ABM for energy conservation
services for the City facilities as defined by the Design and Build energy services Contract.
