LEVINE ACT ITEM: Yes
FINANCIAL IMPACT:
$14,706 Increase to Adopted FY 2025-26 Water Fund Budget. $14,706 increase to Adopted FY 2025-26 Water Fund Budget is requested to supplement available Fixed Asset Replacement. $170,020.48 is available in the Adopted FY 2025-26 General Fund Budget, $267,449.18 is available in the Adopted FY 2025- 26 Water Fund budget, and $111,883.25 is available in the Adopted FY 2025-26 Wastewater Fund Budget. This purchase is fully offset by $170,020.48 in fixed asset replacement funds in the General Fund; partially offset by $107,320.00 in fixed asset replacement funds in the Water Fund, and fully offset by $111,883.25 in fixed asset replacement funds in the Wastewater Fund.

BACKGROUND:

Successful operation, maintenance, and repair of the City’s essential infrastructure and facilities require specialized vehicles and equipment. These assets support routine and emergency work on water and wastewater systems, streets, sidewalks, landscaped areas, City-owned buildings, and police operations.

As part of the replacement evaluation process, staff review vehicles at 10 years (medium/heavy duty) and 7 years (light duty), or at 100,000 miles. The evaluation considers usage, condition, safe operation, functionality, and compliance with state emissions and California Advanced Clean Fleets (ACF) requirements. After confirming vehicles or equipment meet mechanical and emissions replacement criteria, staff assess ongoing operational need. Based on this evaluation, the assets listed below are required for continued City services and are recommended for replacement.

The Ford E350 Van and the Valve Exercise equipment were combined for operational use, with the Valve Exercise equipment permanently affixed to the Ford E350 Van. This modification enabled staff to perform proper maintenance.

The Vacuum unit is a towable piece of equipment essential to valve maintenance work. All three assets meet the City’s replacement criteria based on age. While the van mileage is low, the hours of operation, including engine run time, are high because the vehicle travels short distances over extended periods while performing maintenance. These three assets will be replaced with a single asset that is configured by the manufacturer to perform all aspects of valve maintenance work and requires fewer staff to operate.

Asset 8250-497 (2012 Honda Civic CNG) was removed from service and sold at public auction in FY 2024-25 after the Hill Canyon Treatment Plant CNG fueling station was shut down. Plant operations have since relied on a temporary loaner vehicle to support daily operational needs. The proposed Chevrolet Equinox EV will provide a permanent replacement and support the City’s transition to zero- emission vehicles (ZEVs).

As of January 1, 2024, the ACF regulation established California Air Resources Board (CARB) rules and standards to promote the adoption of ZEVs across the state. The City is currently following the ACF ZEV Purchase Schedule, which requires that 50 percent of acquired medium and heavy-duty vehicles (over 8,500 pounds) be ZEVs each calendar year, unless exempted or unavailable due to configuration.

DISCUSSION/ANALYSIS:

Of the six vehicles proposed for purchase, one Ford Transit Cargo Van, one Multi- use Vacuum Valve Maintenance Ford F550 Truck, and one Chevrolet Silverado Electric Vehicle (EV) truck fall under the ACF regulations due to their gross vehicle weight rating exceeding 8,500 pounds. The Ford Transit Cargo Van is exempt due to its use as a law enforcement vehicle, and the Multi-use Vacuum Valve Maintenance Ford F550 Truck also qualifies for an exemption due to its configuration. The final covered vehicle, the Chevrolet Silverado EV truck, is being purchased as a ZEV.

While the remaining proposed purchases are not subject to the ACF regulation because their gross vehicle weight is under 8,500 pounds, the Honda Odyssey minivan and Chevrolet Silverado truck comply with applicable CARB regulations for their vehicle class, and the Chevrolet Equinox EV is being purchased as a ZEV.

These actions not only satisfy ACF ZEV requirements where applicable but also advance a key goal of the City’s Climate and Environmental Action Plan by increasing the number of low and no emission fleet vehicles where feasible.

Pursuant to Thousand Oaks Municipal Code Section 3-10.203(b), the City may “piggyback” onto or join an existing written purchase contract obtained through a competitive bidding process prepared and awarded by another local, state, or federal government agency. The City partners with Sourcewell, a national cooperative purchasing organization that specializes in public sector procurement.

This partnership streamlines the purchasing process and ensures compliance with competitive bidding requirements. All contracts available through Sourcewell are competitively solicited and publicly awarded by a government agency acting as the lead agency. By leveraging cooperative agreements, the City benefits from the collective buying power of multiple agencies. This aggregate purchasing volume typically results in lower pricing than the City could achieve on its own. The table below provides details on each purchase and the associated cooperative contract.

Truck $ 72,900.01 081325-NAF Sourcewell 11/13/2029
Total $ 549,352.91
Under the Sourcewell cooperative agreements, the City will purchase six vehicles (Attachment Nos. 1-2) for a total of $549,352.91. Once the new vehicles are received, the remaining existing assets will be removed from service and listed for sale on the public auction website in accordance with the City’s Purchasing Manual, Chapter 8, Surplus Property, Section 1: “Any and all equipment purchased with public funds shall be accounted for and disposed of in the most profitable way for the government entity.”
This action meets City Council’s Top Ten Priorities #8, “Environmental Sustainability” and #9, “Public Works Infrastructure Investments.” LEVINE ACT (California Government Code § 84308):
