Task 15. Sensitivity Analysis (Tc, Impervious Factors, Manning's) a) Consultant shall complete a ‘sensitivity analysis’ of the potential impact of recalculating the times of concentration (Tc) of unit sub-watersheds across the study area, considering current land-use definitions, impervious factors, and other parameters from which Tc are derived.
b) Consultant shall complete a ‘sensitivity analysis’ of the potential impact of n-Value adjustments, given the difference between n -Values assigned following the Ventura County Design Hydrology Manual, versus n -Values that might be derived based on observed field conditions / aerial photos.

These two sensitivity analyses shall consider the limits of potential values for both Tc and Manning ’s n -Values and the impacts to the modeling outcomes, including, but not limited to Q10 and/or Q100 volumes, system capacities, peak timings, flow paths, weir -dynamics, conduit and channel profiles, and/or other relevant model-output figures.
c) Consultant shall u pdate and finalize hydrology and channel hydraulics (VCRAT/TUFLOW).
d) Consultant shall capture video drone footage of the physical channel improvements where necessary in order to identify site conditions impacting a sensitivity analysis and/or modeling efforts. Drone related services may require prevailing wage under Labor Code § 1720 and applicable Department of Industrial Relations ( DIR) determinations, in addition to possession of a valid Federal Aviation Administration (FAA) Part 107 certificate.

As the model and analysis which will ultimately be presented to the Community and FEMA, the expanded RAS model shall assist in the understanding of the downstream channel deficiencies, the potential tailwater conditions at the Borchard Interchange, and any proposed project impacts downstream.

Task 17. Address Peer Review Comments
Consultant shall address the peer review comments in detail.

Task 18. Public Data and Information Collection
Consultant shall assist the City with a comprehensive public data and information collection effort, where Consultant and City shall jointly:

c) Assist in assembling these materials for a publicly accessible City -owned- and-operated website.
d) Facilitate indexing and review of the received data and information from the public in relation to the Comment Matrix and Study Report. e) Incorporate received data and information into the Comment Matrix and Study Report, as appropriate.

One additional scenario for detailed analysis is assumed as part of this additional scope, with further model runs, beyond this one additional scenario, requiring work at time and materials rates.

Task 19. Update Reporting/City Council
Consultant shall finalize the report to include comment sections and updated scenarios, and shall also assist the City with public review, Council presentations, and the direction to proceed with a Letter of Map Revision (LOMR).
