BACKGROUND:

The Civic Arts Plaza’s Bank of America Performing Arts Center (BAPAC) is one of the largest performing arts facilities located between Los Angeles and San Francisco. Since opening in October 1994, the 1,800-seat Fred Kavli Theatre and 394-seat Janet and Ray Scherr Forum have hosted over 10,600 performances, which have been attended by more than seven million guests. Performances include Resident Company presentations, touring Broadway musicals, popular headline entertainers, family and children’s programming, professional dance companies, music concerts, comedy, internationally renowned speakers, and a wide variety of community programs and recitals.

Since 1994, the City has contracted with various companies to provide parking services for the TOCAP. Currently, the City contracts with ABM Industry Groups, LLC, for these services. Their responsibilities include managing daily parking structure operations, directing ingress and egress traffic during events, and collecting parking fees for BAPAC performances held on evenings and weekends.

City Council-adopted User Fees include a parking fee of $16 per vehicle for BAPAC performances and select events taking place in the Carpenter Park.

Parking fees are not charged during regular City Hall business hours when the parking structure is open to the general public, nor are fees charged to individuals attending public meetings such as City Council or Planning Commission.

DISCUSSION/ANALYSIS:

In accordance with Government Code section 3-10.401, staff solicited a formal Request for Proposals/Qualifications (RFP/Q) for the Operation of Parking Services on January 23, 2026. Unlike the low bid requirements of the Public Contract Code, contracts for professional, management, general, or special services should only be awarded to firms or persons who have demonstrated an adequate level of experience, competence, training, credentials, resources, staffing, and other professional qualifications necessary for more than a satisfactory performance of the services solicited.

The Cultural and Community Services Department issued the RFP/Q seeking proposals from qualified vendors to provide parking services for the TOCAP parking structure (700 parking spaces) and City Hall front parking lot (30 parking spaces) for the purposes of:
