TO:Andrew P. Powers, City Manager
FROM:Jaime Boscarino, Finance Director
DATE:April 14, 2026
SUBJECT: Thousand Oaks Transportation Center Security Camera Upgrade Project (CI 5740)
RECOMMENDATION:

1. Authorize staff to advertise the Thousand Oaks Transportation Center Security Camera Upgrade Project (CI 5740) for construction bids.

2. Find that this action is not a project as defined by the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. Minimal staff time and costs required to advertise for bids are included in the Adopted FY 2025-26 Transportation Fund Budget. $219,871 in carryover budget is available in the FY 2025-26 Transportation Fund Budget for the Thousand Oaks Transportation Center Security Camera Upgrade Project (CI 5740). Additional funds will be requested at bid award depending on bids received.

BACKGROUND:

The City is responsible for the service, maintenance, replacement, and upgrade of security camera systems at City-owned facilities. Security camera system components typically have a useful life of approximately four to ten years depending on system type, usage, and operating conditions. Due to age, wear, and general deterioration, the camera system located at the Thousand Oaks Transportation Center (TOTC) is due for replacement and upgrade. The project will modernize security camera system equipment and improve system reliability to support ongoing TOTC operations.

Triad Consulting & System Design Group, LLC was selected as the design and engineering consultant for this project after being publicly bid. Triad was awarded

an agreement for professional services in December 2024 in the amount of $36,230. This project is designed to include upgrades to both interior and exterior cameras. It will also add and/or relocate cameras to improve coverage in high- traffic areas and at primary access points. The project will replace equipment that has reached the end of its useful life, and will provide updated camera technology, including image quality and additional vantage points to support daily operations.

The project plans and specifications were completed by Triad Consulting and approved by City staff in February 2026. The documents are available for review upon request to the Facilities Division by e-mail at [email protected] or by phone at (805) 449-2100.

DISCUSSION/ANALYSIS:

The scope of work will include a base bid and optional pricing for discretionary items in addition to the base scope. Additive items may be considered if funding is available within the project budget. The design was developed to maximize security camera coverage within the established budget. The bid will be awarded through a competitive, formal bid process advertised through the City’s e- procurement system. The project location is shown in Attachment #1.

The tentative schedule for completion of the project is as follows:

Bidding Commencement April 2026
Bid Opening May 2026
Award of Construction Contract August 2026
Start of Construction October 2026
Project Completion April 2027

The estimated costs of the project are as follows:

Triad-Design and Engineering (Previously Approved) $ 36,230 Construction Estimate (Future Action) $ 250,000
Total Estimated Project Cost: $ 286,230
The Notice Inviting Bids will be publicly advertised in the Thousand Oaks Acorn newspaper and posted on the City’s procurement website upon approval by City Council, per the Public Contract Code Section 22037 and Thousand Oaks Municipal Code 3-10.306. After being advertised, a mandatory pre-bid meeting will be held at the project site.

Staff recommend that the project be advertised for bid. Once bids are received, staff will make a recommendation at a future City Council meeting for the award of the construction contract.
