SUBJECT: Emergency Communications Site License Agreement - 1619 Grissom Street
RECOMMENDATION:
1. Approve License Agreement with the Conejo Recreation and Park District (CRPD) for a ten-year term to access the City’s parcel at 1619 Grissom Street (Grissom Reservoir site), commencing May 20, 2026, and ending June 30, 2036.
2. Delegate authority to the City Manager to execute future amendments.
3. Find that this action is not a project as defined under the California Environmental Quality Act (CEQA).
LEVINE ACT ITEM: No
FINANCIAL IMPACT:
No Additional Funding Requested. Minimal staff time to prepare the agreement and staff report is included in the Adopted FY 2025-26 General Fund Budget.
BACKGROUND:
The City’s Grissom Water Reservoir, located at 1619 Grissom Street, is a 430,000- gallon reservoir in the eastern portion of the City’s water service area (Exhibit A).
The site also houses emergency radio communications equipment used by CRPD and multiple other agencies. Similar license agreements are already in place with the County of Ventura, Ventura County Fire Department, and Ventura County Sheriff’s Department. Due to its elevation and proximity to the North Ranch area, the reservoir is an ideal location for this equipment, allowing government agencies and first responders to maintain reliable connectivity for public safety communications.
Ongoing agency access to operate and maintain emergency radio communications equipment at the reservoir remains necessary to support a variety of public safety functions in Thousand Oaks. These license agreements allow

trained agency personnel access to the reservoir site for necessary equipment upgrades, repairs, and equipment replacement as needed.
The previous license agreement with CRPD has expired, and CRPD has formally requested a new agreement for access to the property at 1619 Grissom Street.
CRPD park rangers previously installed radio equipment at the reservoir site and continue to maintain it.
DISCUSSION/ANALYSIS:
The proposed new ten-year license with CRPD contains essentially the same terms as the previous license. It covers the communications equipment area of the parcel and includes provisions for extension upon CRPD staff's written request to the City. The no-fee license agreement allows CRPD to continue accessing the City-owned Grissom Reservoir site at 1619 Grissom Street for the operation, maintenance, repair, upgrade, and replacement of emergency radio communications equipment that supports public safety communications in Thousand Oaks. It grants CRPD a revocable, non-exclusive right to use the site for a ten-year term, subject to City oversight and conditions including advance approval for site access, compliance with operational and environmental requirements, maintenance of insurance, and removal of equipment upon termination.
The City’s use of the property remains paramount, and CRPD’s use may not interfere with the site’s primary function as a water reservoir. Over the past several years, CRPD has done an excellent job advising City staff in advance of site access and making timely repairs to radio equipment.
Staff recommends executing a new license agreement with CRPD (Attachment #1) under the same license terms of the expired agreement for a term of ten years and delegate authority to the City Manager for future amendments.
COUNCIL GOAL COMPLIANCE:
Meets the following City Council goal:
D. Maintain strong commitment to public safety (including Police, Fire, Emergency Medical Services, and Emergency Management) to ensure City remains one of the safest Cities in the United States with a population over 100,000.
