A RESOLUTION OF THE CITY COUNCIL OF
THOUSAND OAKS ADOPTING THE 2025 URBAN
WATER MANAGEMENT PLAN AND THE 2025 WATER

SHORTAGE CONTINGENCY PLAN
WHEREAS, the California Legislature enacted Assembly Bill 797 (Water Code Section 10610 et seq., known as the Urban Water Management Planning Act) during the 1983-1984 Regular Session, and as amended subsequently, which mandates that every supplier providing water for municipal purposes to more than 3,000 customers or supplying more than 3,000 acre feet of water annually, prepare an Urban Water Management Plan (UWMP); and
WHEREAS, Water Code Section 10632 requires that every urban water supplier shall prepare and adopt a Water Shortage Contingency Plan (WSCP) as part of its UWMP; and
WHEREAS, State Law requires that said plan be revised every five years and adopted after public review and hearing, and be filed with the California Department of Water Resources within 30 days of adoption; and WHEREAS, pursuant to recent amendments to the Act, urban water suppliers are required to update and electronically submit their 2025 UWMP and related WSCP to the California Department of Water Resources (DWR) by July 1, 2026; and
WHEREAS, pursuant to the Sacramento-San Joaquin Delta Reform Act of 2009 (Water Code Section 85000 et seq.), the Delta Plan, and Water Code Section 85021, which declares that the State’s policy is to “reduce reliance on the Delta in meeting California’s future water needs through a statewide strategy of investing in improved regional supplies, conservation, and water use efficiency,” the City’s 2025 UWMP supports the State’s policy to reduce reliance on the Sacramento- San Joaquin Delta; and
WHEREAS, the City Council has considered and on June 9, 2026, held a Public Hearing regarding the 2025 UWMP and the 2025 WSCP.
