“Provide a safe and reliable transportation network that serves all people and respects the environment” DISTRICT 7 100 SOUTH MAIN STREET, SUITE 100 | LOS ANGELES, CA 90012 PHONE (213) 897-0362 | FAX (213) 897-0360 TTY 711 www.dot.ca.gov April 2, 2026 City of Thousand Oaks Patrick McCulloch, Utilities Maintenances Supervisor 2100 Thousand Oaks Boulevard Thousand Oaks, CA, 91362 RE: Box Canyon Manhole and Road Improvements Project – Mitigated Negative Declaration (MND) SCH # 2026030536 GTS # 07-VEN-2026-00678 Dear Patrick McCulloch: Thank you for including the California Department of Transportation (Caltrans) in the environmental review process for the above-referenced environmental document. The Project proposes infrastructure upgrades and maintenance activities along the Box Canyon access road which serves as a critical component of the City of Thousand Oaks Public Works Department wastewater conveyance system. The purpose of the project is to improve the long-term access for maintenance vehicles, improve side canyon drainage transport access road, and ensure the continued reliability of the City’s wastewater infrastructure. The mission of Caltrans is to provide a safe and reliable transportation network that serves all people and respects the environment. Regional access to the site is provided by US Route 101 and State Route 23 (SR 23). Caltrans is a commenting agency on this project and has the following comments: According to the XVII Transportation Section of the Mitigated Negative Declaration Document, construction would be temporary and short in duration occurring over the course of approximately six months beginning in mid-2026 with an approximately eight person crew. The crew would conduct work during weekday hours and would not result in permanent increase in vehicle trips or associated VMT. All construction haul vehicles accessing the State Highway System must use routes approved by Caltrans. Any transportation of heavy construction equipment and/or materials which requires Patrick McCullochApril 2, 2026Page 2
“Provide a safe and reliable transportation network that serves all people and respects the environment” use of oversized-transport vehicles on State highways will require a Caltrans transportation permit. We recommend large size truck trips be limited to off-peak commute periods for the construction phase and operation phase. Construction truck loads should be covered with a tarpaulin cover. The applicant shall ensure that construction-related traffic does not adversely impact operations on the State Highway System. All temporary traffic control within or affecting state highways shall comply with the most current edition of the California Manual on Uniform Traffic Control Devices (CA MUTCD) and Caltrans standards. The applicant shall ensure that public safety and mobility are maintained during construction. If you have any questions, please feel free to contact Mr. Joseph Jamoralin, the project coordinator, at (805) 732-8047 and refer to GTS # 07-LA-05033.
