BACKGROUND:
Title 9, Chapter 3, Article 10 of the Thousand Oaks Municipal Code establishes standards for road construction and public improvements to provide for the orderly development of land and roadway infrastructure within the City. City Council adopted Road Standards and Standard Specifications for Land Development through Resolution No. 2003-059 on May 20, 2003, and subsequently adopted updated Road Design and Construction Standards through Resolution No. 2018- 024 on May 15, 2018. Since that adoption, minor revisions have been made to the standards by the City Engineer as authorized under Resolution No. 2018-024.

DISCUSSION/ANALYSIS:
To support the City’s continued use of current roadway and land development standards, staff completed a comprehensive review and update of the City’s Road Design and Construction Standards and Standard Land Development Specifications. The 2026 update reflects current City practices and promotes consistency with standards used by other jurisdictions within the County and surrounding region. In addition to input provided by City Engineering, Inspection, and Maintenance staff, the review also evaluated conformance with applicable federal and state standards. The updated standards incorporate provisions derived from or coordinated with the Standard Specifications for Public Works Construction (Greenbook), the State of California Standard Specifications, and the California Manual on Uniform Traffic Control Devices, which are referenced in the municipal code.
The updated 2026 Road Design and Construction Standards and Standard Land Development Specifications are being presented to City Council for adoption. The resolution (Attachment #1) rescinds the previous Resolution No. 2018-024 and provides for the adoption of the newly updated standards and specifications. Because limited revisions may be needed periodically to address technical or administrative matters, the proposed resolution also authorizes the City Engineer to approve minor modifications and additions as necessary.
COUNCIL GOAL COMPLIANCE:
Meets the following City Council goal:
F. Provide and enhance essential infrastructure to ensure that the goals and policies of the Thousand Oaks General Plan are carried out and the City retains its role and reputation as a leader in protecting the environment and preserving limited natural resources.
