funds for the remaining contract term will be requested during the upcoming biennial budget process. .

BACKGROUND:

Multiple City-owned buildings have elevators and/or other lift equipment which require regular maintenance and periodic testing to meet safety and efficiency standards. As an example, the Kavli Theatre has three interior elevators, serving approximately 160,000 patrons in an average booking year. Two of the elevators service the lobby areas and one is dedicated to the backstage areas. In addition, there are two elevators in the parking structure and one lift for Americans with Disabilities Act (ADA) access to the lower orchestra level in the Kavli Theatre.

These conveyance devices must be regularly maintained and kept operational.

Any lapse in regular maintenance could increase the risk of equipment failure and service disruptions, affecting theatre performances and routine operations.

Specialized Elevator Services, LLC (Specialized Elevator) was the City’s elevator maintenance and repair service provider from July 2016 until June 2021. After conducting a Request for Proposals/Qualifications, the City awarded a contract to Next Level Elevator Company, Inc. in June 2021. Specialized Elevator acquired Next Level Elevator Company, Inc. in June 2022 and has been providing service ever since. The current contract expires on June 30, 2026.

DISCUSSION/ANALYSIS:

Pursuant to Thousand Oaks Municipal Code (TOMC) Section 3-10.203(b), the City may “piggyback” onto, or join, an existing written purchase contract obtained through a competitive bidding process prepared and awarded by another local, state, or federal government agency. For elevator maintenance and services, cooperative programs can afford better pricing based on their aggregate purchasing volume.

In April 2025, the City of Long Beach (Long Beach), as a lead agency for the Axia Cooperative, issued a competitive Request for Proposals (RFP) to establish a contract for elevator maintenance and repair services. Long Beach awarded Specialized Elevator an initial two-year agreement from October 1, 2025, through September 30, 2027, with the option to renew for up to three additional one-year periods through September 30, 2030. Axia Cooperative is a Cooperative Purchasing organization in which lead agencies competitively award contracts, and other public agencies can piggyback on these cooperative agreements. By participating as a public agency as part of the Axia Cooperative through the Master Intergovernmental Purchasing Agreement, the City can utilize other public agencies’ competitively solicited contracts (Attachment #1).

Long Beach included language that allows other public agencies to piggyback on the agreement through Axia Cooperative. Staff evaluated multiple cooperative agreements and chose this agreement due to the qualifications and experience of Specialized Elevator. Criteria used to make this selection was based on local on- call response time, technician working knowledge of equipment and service history along with a competitive price schedule.

Locations for services include:

Facility Location

1. Civic Arts Plaza 2100 E. Thousand Oaks Boulevard

2. Newbury Park Library 2331 Borchard Road

3. Thousand Oaks Library 1401 E. Janss Road

4. Municipal Service Center 1993 Rancho Conejo Boulevard The elevator and lift equipment to be serviced under this agreement are over 25 years old. Regular maintenance is essential to keep the equipment operating reliably, and prompt repair services are critical to minimizing downtime when unexpected issues arise. Approval of this piggyback agreement (Attachment #2) allows the City to continue vital elevator maintenance and service to ensure that reliable ADA access requirements and freight movement are continuously provided at various City facilities. The budget appropriation and expenditure requests identified in Recommendation Nos. 3 and 4 in this report are detailed in Attachment #3. Staff recommends City Council execute the agreement with Specialized Elevator Services within the established not-to-exceed limit.
