TO:Andrew P. Powers, City Manager
FROM:Nader Heydari, Public Works Director
DATE:June 9, 2026
SUBJECT: Wastewater Pipe and Maintenance Hole Relining FY 2025-27 (CI 5532)
RECOMMENDATION:

1. Authorize staff to advertise Wastewater Pipe and Maintenance Hole Relining FY 2025-27 (CI 5532) for construction bids.

2. Find that this action is not a project as defined under the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. Minimal staff time and costs required to advertise for bids are included in the Adopted FY 2025-26 Wastewater Fund Budget. $3,000,000 is included in the Adopted FY 2025-2027 Wastewater Capital Fund Budget for CI 5532. The estimated project cost is $2,960,000.

BACKGROUND:

The City provides wastewater service to nearly 38,000 customers, representing more than 100,000 residents. The Public Works Department maintains 415 miles of wastewater pipelines and 8,300 maintenance holes in the City’s wastewater system. These wastewater pipelines and maintenance holes are video-inspected on an ongoing basis to identify issues, including deteriorated conditions that warrant refurbishment through an ongoing maintenance and inspection program.

One method for addressing aging conditions in the wastewater collection system is through the use of pipe-lining technology. Since the start of the City’s wastewater lining program in 2002, more than 29.5 miles of pipeline and over 760 maintenance holes have been rehabilitated using the lining method.

DISCUSSION/ANALYSIS:

Staff have identified approximately 19,060 linear feet (3.6 miles) of 6-inch to 15- inch deteriorated wastewater pipelines and 84 maintenance holes located within City streets and private property easements, as shown in Attachment #1, to have protective lining installed under this CI 5532 project. The wastewater lining project will prevent further deterioration of the collection system, reduce groundwater infiltration, and help avoid more expensive replacements in the future.

The proposed pipeline improvements consist of cleaning the wastewater lines, cutting/removal of tree roots, lining the pipes with the Cured-in-Place Pipe (CIPP) method, and installing service lateral connections (SLC) at selected locations where roots are present. The rehabilitation of the maintenance holes consists of thoroughly cleaning the maintenance holes and removal of tree roots, removal of steps to mitigate safety concerns, and the application of gunite/mortar and polyurethane protective lining.

The project plans and specifications have been completed using in-house resources and are available for review upon request to the Public Works Department by e-mail at [email protected] or by phone at (805) 449-2400.

Staff recommends advertising the project for bid. Once bids are received, staff will make a recommendation for award of the construction contract at a future City Council meeting.

The estimated project costs are as follows:

1. Construction Estimate (including contingency) $ 2,950,000

2. City Furnished Materials/Services $ 10,000
Total Estimated Construction Costs $ 2,960,000
The tentative schedule for the project construction is as follows:

Bid Opening July 2026
Award of Construction Contract August 2026
Start of Construction September 2026
Project Completion Spring 2027
Community Outreach: Staff have established a public outreach plan for the project, with a focus on the residents located adjacent to the project as well as the general public. Project website updates will be utilized to inform the public and receive feedback. Additionally, prior to the start of the construction, construction notices will be mailed to all property owners in the project area.
