SUBJECT: 2025 Urban Water Management Plan Update and 2025 Water Shortage Contingency Plan
RECOMMENDATION:
1. Adopt resolution adopting the City of Thousand Oaks 2025 Urban Water Management Plan (UWMP) and 2025 Water Shortage Contingency Plan (WSCP).
2. Find that this action is not a project as defined under the California Environmental Quality Act.
LEVINE ACT ITEM: No
FINANCIAL IMPACT:
No Additional Funding Requested. Total cost for preparation of the UWMP and WSCP is $64,155 and is included in the Adopted FY 2025-26 Water Fund Budget.
BACKGROUND:
The Urban Water Management Planning Act under Assembly Bill 797 (Water Code Section 10610 et seq.) requires all urban water suppliers that provide water to more than 3,000 customers, or supply more than 3,000 acre-feet of water annually, prepare and adopt a UWMP every five years. The City’s 2025 UWMP must be adopted and submitted to the California Department of Water Resources (DWR) by July 1, 2026, and serves as the City’s primary long-range water supply planning document with a 25-year planning horizon, through the year 2050.
City Council adopted the first UWMP in 1985 and has continued to do so every five years thereafter. The purpose of the UWMP is to document past, present, and future City water conservation efforts and to demonstrate how the City will meet water needs, including during drought periods or catastrophic supply interruptions. City Council adopted the City’s previous 2020 UWMP on June 22, 2021.

The UWMP is intended to evaluate and demonstrate the reliability of the City’s existing and projected water supplies under a variety of conditions, including average water years, single-dry years, multiple-dry years, drought conditions, and catastrophic supply interruptions. The document includes detailed analyses of current and projected water demands, population and land use projections, water supply sources, supply reliability, climate variability considerations, and planned water supply and infrastructure improvements. In addition, the UWMP identifies the City’s continued implementation of water conservation and water use efficiency programs in compliance with State requirements and long-term sustainability goals.
Water Code Section 10632 also requires the inclusion of a WSCP as part of the UWMP. The WSCP establishes the City’s framework and response actions for managing water supply shortages and emergency conditions. The plan includes six progressive shortage levels, based on the percentage of water shortage expected compared to normal reliability, ranging from up to 10 percent (Level 1) to shortages greater than 50 percent (Level 6). Each level identifies corresponding response actions, demand reduction measures, communication and public outreach strategies, enforcement provisions, and associated financial consequences. The WSCP also includes procedures for conducting an annual water supply and demand assessment, which is required to evaluate anticipated water supply conditions and determine whether shortage response actions are necessary for the upcoming year.
Additionally, the UWMP supports broader State water management policies focused on improving long-term water supply reliability, drought preparedness, regional self-reliance, and climate resilience. Consistent with the Sacramento-San Joaquin Delta Reform Act of 2009 and Delta Plan Policy WR P1, the UWMP demonstrates the City’s ongoing efforts to reduce reliance on imported water supplies through water conservation, efficient water use, regional planning, and continued investment in local and sustainable water resources where feasible.
DISCUSSION/ANALYSIS:
The 2025 UWMP includes updated historical, current, and projected water use data through the year 2050; descriptions of the City’s current and future water supply sources; analyses of water supply reliability under normal, single-dry, and multiple dry-year conditions; updated water conservation and demand management measures; and background information regarding the City’s water system, service area, demographics, climate, and land uses. The 2025 UWMP was developed using information from the City’s 2020 UWMP, the Calleguas Municipal Water District 2025 UWMP, Metropolitan Water District planning documents, the City’s General Plan 2045, Southern California Association of Governments (SCAG) demographic projections, and other regional and State planning resources.

In addition, the 2025 UWMP includes an updated consistency analysis addressing Delta Plan Policy WR P1, Reduce Reliance on the Delta Through Improved Regional Water Self-Reliance (California Code of Regulations, Title 23, Section 5003). The analysis is included as Appendix C to the UWMP and documents the City’s continued efforts to support regional water supply reliability, conservation, and efficient water management practices consistent with State policy objectives related to reduced reliance on Sacramento-San Joaquin Delta supplies.
Concurrently with preparation of the 2025 UWMP, the City also updated its 2025 WSCP, which is included as Appendix H to the UWMP and adopted as a stand- alone document in accordance with California Water Code requirements. The WSCP outlines procedures for conducting annual water supply and demand assessments and establishes specific response actions associated with progressive stages of water shortage conditions. The WSCP includes demand reduction measures, shortage response actions, communication protocols, and supply management strategies intended to maintain water service reliability during droughts, imported supply interruptions, or other emergency conditions.
Adoption of the 2025 UWMPupdated WSCP by resolution (Attachment #1) demonstrates the City’s ongoing commitment to responsible long-term water resource planning, regulatory compliance, regional coordination, water use efficiency, and maintaining reliable water service for existing and future customers.
The updated plans also provide the framework necessary to address future water supply challenges associated with drought, climate change, imported water reliability, and evolving State conservation regulations.
The finalized 2025 UWMP and WSCP will be submitted to the California Department of Water Resources in compliance with the Urban Water Management Planning Act after adoption by City Council.
Community Outreach: The draft UWMP and WSCP were made available for public review and distributed to neighboring water agencies, local jurisdictions, and interested stakeholders, including Calleguas Municipal Water District. Copies of the draft documents were also made available at City Hall and on the City’s website at toaks.gov/WaterOperations, or by request to the Public Works Department by e-mail at [email protected] or by phone at (805) 449-2400. A Notice of Public Hearing was published in accordance with Government Code Section 6066 on May 22, 2026, prior to the public hearing on June 9, 2026. Any comments received during the review period were incorporated, as appropriate, into the final documents.
This project meets City Council’s Top Ten Priorities #9, “Public Works Infrastructure Investments.”
