BACKGROUND:

Successful operation, maintenance, and repair of the City’s essential infrastructure and facilities require specialized vehicles and equipment. These assets support routine and emergency work on water and wastewater systems, streets, sidewalks, landscaped areas and City-owned buildings. In addition, certain vehicles support business operations, ensuring the efficient delivery of services throughout the community.

As part of the replacement evaluation process, staff review medium- and heavy- duty assets at 10 years of service and light-duty assets at seven years of service, or upon reaching 100,000 miles. The evaluation considers usage, condition, safe operation, functionality, and compliance with state emissions and California Purchase of Vehicles

Advanced Clean Fleets (ACF) requirements. After confirming vehicles or equipment meet mechanical and emissions replacement criteria, staff assess ongoing operational needs.

As of January 1, 2024, the California Air Resources Board (CARB) Advanced Clean Fleets (ACF) regulation established requirements to promote the adoption of zero-emission vehicles (ZEVs) statewide. The City is currently following the ACF ZEV Purchase Schedule, which requires that at least 50 percent of newly acquired medium- and heavy-duty vehicles over 8,500 pounds gross vehicle weight rating be ZEVs each calendar year unless exempted or unavailable due to operational configuration or market availability.

Based on this evaluation, the following assets are required for continued City services and are recommended for replacement or addition to the City’s fleet.

The two new trailers will support operational needs within the Streets and Water Divisions to better provide service for our residents and customers. The Streets Division tilt trailer will be used to safely transport the asphalt roller and other equipment used in routine and emergency field operations, while the Water Division dump trailer will support mini excavator operations and improve maintenance and repair efficiency.

DISCUSSION/ANALYSIS:

Thus far in calendar year 2026, City Council has approved the purchase of three vehicles subject to the ACF regulation due to their gross vehicle weight ratings exceeding 8,500 pounds. One was purchased as a ZEV and two were purchased with internal combustion engines (ICEs). Of those two ICE vehicles, one qualified for an exemption due to its vacuum truck configuration, and the other is exempt due to its use as a law enforcement vehicle.

The Ford F-350 included in this purchase recommendation will be purchased with an ICE because an equivalent ZEV configuration is not currently available. While the remaining proposed vehicle purchases are not subject to ACF requirements because their gross vehicle weight ratings are below 8,500 pounds, the Chevrolet Equinox EVs are being purchased as ZEVs. The remaining equipment complies with applicable CARB regulations for their respective classes.

These acquisitions also advance a key objective of the City’s Climate and Environmental Action Plan by increasing the number of low- and zero-emission vehicles in the City’s fleet where operationally feasible. Based on these vehicle acquisitions and applicable exemptions, the City remains fully compliant with the ACF ZEV Purchase Schedule for calendar year 2026.

Pursuant to Thousand Oaks Municipal Code Section 3-10.203(b), the City may “piggyback” onto or join an existing written purchase contract obtained through a competitive bidding process prepared and awarded by another local, state, or federal government agency. The City utilizes the California Statewide Contract for Fleet Vehicles and also partners with Sourcewell and BuyBoard, national cooperative purchasing organizations that specialize in public sector procurement.

These partnerships streamline the purchasing process and ensure compliance with competitive bidding requirements. All contracts available through Sourcewell and BuyBoard are competitively solicited and publicly awarded by a government agency acting as the lead agency. By leveraging cooperative agreements, the City benefits from the collective buying power of multiple agencies. This aggregate purchasing volume typically results in lower pricing than the City could achieve on its own. The table below provides details on each purchase and the associated cooperative contract.

Under the State and cooperative agreements, the City will purchase four vehicles and eight pieces of equipment (Attachment Nos. 1-6) for a total of $401,815.34.

Budget and expenditure authority is detailed in Attachments Nos. 7 and 8. Once the new assets are received, the remaining existing assets will be removed from service and listed for sale on the public auction website in accordance with the City’s Purchasing Manual, Chapter 8, Surplus Property, Section 1: “Any and all equipment purchased with public funds shall be accounted for and disposed of in the most profitable way for the government entity.”
