SUBJECT: Bargaining Unit Salary Schedules
RECOMMENDATION:
1. Adopt resolution establishing a new salary schedule for General Employees [Thousand Oaks City Employees Association (TOCEA)].
2. Adopt resolution establishing a new salary schedule for Professional Employees [Thousand Oaks Management Association (TOMA)].
3. Adopt resolution establishing a new salary schedule for Senior Management, Confidential, and Supervisory Employees [Senior Management Association (SMA)].
4. Find that this action is not a project as defined in the California Environmental Quality Act.
LEVINE ACT ITEM: No
FINANCIAL IMPACT:
No Additional Funding Requested. Adequate funding is included in the Adopted FY 2026-27 Operating Budget (all funds) to implement the salary and range adjustments previously approved through the FY 2025-2027 Memoranda of Understanding with TOCEA, TOMA, and SMA.
BACKGROUND:
On July 8, 2025, City Council adopted the Memoranda of Understanding (MOUs) between the City of Thousand Oaks and the TOCEA, TOMA, and SMA bargaining units for the period July 1, 2025, through June 30, 2027. As part of that action, City Council also adopted resolutions establishing salary schedules effective July 5, 2025. Historically, salary schedule resolutions include schedules for each fiscal year covered by the approved MOU, including any prospective salary adjustments

scheduled to take effect during the second year of the agreement. Due to an administrative error, the salary schedules effective July 4, 2026, were not included in the resolutions adopted on July 8, 2025.
Under the TOCEA agreement, employees are scheduled to receive a 3.0 percent salary adjustment effective July 4, 2026. Under the TOMA and SMA agreements, employees who receive a performance rating of at least “Good Work” (2.0 or higher) are eligible for a 1.0 percent salary adjustment effective July 4, 2026, in addition to applicable Pay for Performance merit increases. The TOMA and SMA agreements also provide for a 2.0 percent range adjustment effective July 4, 2026, for all classifications at the 100 percent compa-ratio midpoint.
The attached salary schedules incorporate these previously-approved compensation adjustments and establish the salary schedules effective July 4, 2026.
DISCUSSION/ANALYSIS:
The proposed resolutions (Attachments Nos. 1-3) establish salary schedules effective July 4, 2026, for employees represented by TOCEA, TOMA and SMA.
The schedules reflect compensation adjustments previously approved by City Council through FY 2025-2027 MOUs and are consistent with the City's adopted compensation program.
Approval of the proposed resolutions will correct the omission of the FY 2026-27 salary schedules from the resolutions adopted on July 8, 2025, and ensure the City's salary schedule resolutions accurately reflect the compensation provisions approved by City Council. No new compensation adjustments are proposed through this action.

K. Prepare for transition of City workforce by ensuring that sufficient succession planning takes place to develop an employment base which is reflective of the community’s demographics.
