The estimated construction cost for both projects is $2,019,500.
BACKGROUND:
The City’s water distribution system has over 17,000 service connections and serves a population of approximately 53,000 people. The City receives imported water through 11 turnouts with Calleguas Municipal Water District and distributes the water to approximately 36 percent of the City. The remainder of the City is serviced by other water purveyors. The City’s water distribution system consists of 16 water storage reservoirs with a total capacity of 35.5 million gallons, 16 pump stations, approximately 230 miles of pipeline, and 1,900 fire hydrants.
Drought and conservation efforts have impacted disinfection residual levels in the City’s water storage facilities, making the use of disinfection boosting systems necessary for maintaining water quality standards. Disinfection boosting systems allow for the continuous monitoring of water quality and the injection of a precise dose of disinfectants into the systems whenever levels drop below an established threshold. In 2023, a technical study conducted by Kennedy/Jenks Consultants, Permanent Disinfection Boosting System Projects

Inc. recommended the installation of permanent disinfection boosting systems at 10 of the City’s 16 reservoirs to address the water quality improvements due to reduced demand and longer water age in the reservoirs brought about by the 2022 drought and subsequent conservation measures.
Construction of permanent disinfection boosting systems at the Pederson Road and Willow Lane Reservoir sites were completed in December 2025. The City also owns and operates two portable disinfection boosting trailers that are placed at water facilities on a rotational basis to help maintain water quality.
On November 4, 2025, City Council approved a Professional Services Agreement, to AECOM Technical Services Inc. (AECOM) of Westlake Village, CA (Contract No. 14129-2025) in the amount of $104,972 for the design and preparation of the project Plans, Specifications and Estimate (PS&E), and providing bid support services required for the Permanent Disinfection Boosting Systems at La Granada (CI 5771) and Lang Ranch Reservoirs (CI 5791).
DISCUSSION/ANALYSIS:
The installation of a permanent disinfection boosting system at La Granada and Lang Ranch Reservoirs will ensure that water disinfection levels can be maintained in these reservoirs to provide a high level of water quality to the City’s residents and businesses (Attachment #1). The City’s two portable disinfection-boosting trailers have been used consistently at the La Granada and Lang Ranch Reservoirs. Installing permanent boosting systems at these two sites will allow the existing trailer units to be moved to other reservoir locations within the distribution system.
AECOM has successfully completed the design, preparation of plans and specifications, and bidding phase services for both projects. Staff recommends amending the Professional Services Agreement with AECOM in the amount of $148,818 (Attachment #2) to provide construction engineering support services for the Permanent Disinfection Boosting Systems at La Granada Reservoir (CI 5771) and Lang Ranch Reservoir (CI 5791).
City Council authorized advertising bids for the Permanent Disinfection Boosting Systems at La Granada Reservoir (CI 5771) and Lang Ranch Reservoir (CI 5791) Projects on April 14, 2026. The Notice Inviting Bids was published on April 24, 2026, in the Thousand Oaks Acorn newspaper and the final PS&E was posted on the City's procurement website. Bids were publicly opened on May 27, 2026. Six bidders submitted bid packages. However, two bids were deemed non-responsive as the validity of the required bid bonds could not be verified at the time of bid opening. The four responsive bid results are as follows:

Bidder Bid
1. Pacific Hydrotech Corporation (Perris, CA) $ 1,687,200
2. Filanc Construction Company, Inc. (Escondido, CA) $ 1,776,690
3. GSE Construction Company, Inc. (Livermore, CA) $ 1,793,793
4. Canyon Springs Enterprises (Temecula, CA) $ 1,842,650 The lowest bid is from Pacific Hydrotech Corporation in the amount of $1,687,200.
The engineer’s estimate is $1,776,500. The bid package submitted by Pacific Hydrotech Corporation has been reviewed and found to be in order and the bid protest period has elapsed with no formal protests received. Pacific Hydrotech Corporation has satisfactorily completed similar projects for the City as well as other cities, and their references have been verified. Staff recommends awarding the construction contract in the amount of $1,687,200 to Pacific Hydrotech Corporation.
The estimated construction costs are as follows:
