SUBJECT: Electric Vehicle Charging at Civic Arts Plaza Project (CI 5708) RECOMMENDATION:
1. Approve budget appropriation for FY 2026-27 in the amount of $160,000 from A/C #001-0000-311-1000 (General Fund - Fund Balance) to A/C #001-3570-612- 8300 (General Fund - EV Charging at Civic Arts Plaza CI 5708).

LEVINE ACT ITEM: No
FINANCIAL IMPACT:
$160,000 Increase to FY 2026-27 General Fund Budget. $160,000 increase to the Adopted FY 2026-27 General Fund Capital Budget is requested for CI 5708 Electric Vehicle (EV) Charging at Civic Arts Plaza (CAP). $19,629 is available in the Adopted FY 2025-26 General Fund Budget for CI 5708. The estimated cost of this project is $179,000.
BACKGROUND:
As of January 1, 2024, the Advanced Clean Fleets (ACF) regulation established California Air Resources Board (CARB) requirements to implement the adoption of zero-emission vehicles (ZEVs) across the state. The City is currently following the ACF ZEV Purchase Schedule, which requires that 50 percent of newly acquired medium- and heavy-duty vehicles are ZEVs by 2027 and 100 percent by 2030, unless exempted by configuration. Additionally, on May 7, 2024, City Council adopted the Climate and Environmental Action Plan (CEAP), which established goals to transition the municipal fleet to EVs and expand EV charging infrastructure to support fleet electrification efforts. To support these initiatives, the City secured

an Energized Communities Fleet Electrification Grant from Clean Power Alliance (CPA) to assist with fleet electrification planning and the deployment of EV charging infrastructure. The grant was accepted under City Manager authority during the 2024 City Council Summer Recess, as reported in the related July 2, 2024, City Council staff report.
To support the City's transition to an electric fleet, City Council approved an agreement with EVGateway on November 4, 2025, for the purchase, installation, operation, and maintenance of EV chargers at several City facilities, including the CAP. Through the City's fleet electrification planning efforts, CAP was identified as a key location requiring additional charging infrastructure to support fleet vehicles.
DISCUSSION/ANALYSIS:
The CAP EV Charging Infrastructure Project (CI 5708) will provide the electrical and civil infrastructure necessary to support 13 EV charging stations at the CAP parking structure designated for fleet vehicles (Attachment #1). The project is intended to support the City's growing EV fleet and further the City's sustainability and greenhouse gas reduction goals.
The scope of EVGateway’s contract includes the installation of the EV chargers; however, before that work can commence, the supporting electrical infrastructure, including panels, conduit, wiring, and supporting hardware must be installed through a separate construction contract. This proposed budget appropriation will provide the funding for a future construction contract to be awarded under City Manager authority.
Approximately $19,629 remains available for CI 5708. The requested appropriation will provide the additional funding necessary to fulfill the planned CEAP action of adding more EV charging stations at the CAP. Funds from the CPA grant will be used to partially offset the project cost. The $250,000 grant was utilized in part for multiple projects and programs supporting municipal fleet electrification. It is expected that most of, if not all, of this project cost will be offset by the remaining CPA grant; however, that is being determined as the accounting for the other CPA grant funded projects and programs is reconciled.
The project design was completed by Kewo Engineering Corporation in March 2026. The Notice Inviting Bids was published in the local newspaper on May 22, 2026, and was posted on the City’s OpenGov procurement site. Since the project is below $220,000, it is within the contract award authority delegated to the City Manager. Accordingly, staff intend to award the construction contract through the administrative approval process, allowing the project to proceed in a timely manner while adhering to the City's procurement policies and procedures. Staff is seeking only a budget appropriation at this time.
