DISCUSSION/ANALYSIS:
The Cal Cities Conference is scheduled for Wednesday, September 23 through Friday, September 25, 2026, at the Anaheim Convention Center. The Cal Cities President refers resolutions to individual policy committees (e.g., Revenue and Tax, Public Safety, Transportation, Communications, and Public Works, etc.) for review and recommendation at the Conference. Resolutions are then considered by the General Resolutions Committee. The General Resolutions Committee refers the approved resolutions to the Annual Business Meeting. The Annual Business Meeting, or “General Assembly”, will take place on Friday, September 25, 2026, to consider and take final action on conference resolutions. Resolutions approved by the General Assembly become Cal Cities Policy. Cal Cities Policy is important because it serves as a legislative guide for Cal Cities lobbyists and board of directors in supporting municipal interests and concerns.
To vote at the Annual Business Meeting, each city must designate a voting delegate (Attachment #1). In 2006, an amendment to the Cal Cities bylaws increased the number of voting delegate alternates from one to two. Delegates and alternates were also extended to staff.
In the event Mayor Pro Tem Bob Engler is unable to attend the Annual Business Meeting, Legislative Affairs Manager Layba will participate on the City’s behalf.
