RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF THOUSAND OAKS APPROVING THE INSTALLATION
OF AN ARTISTIC MURAL FOR PUBLIC VIEW LOCATED
AT 400 NORTH MOORPARK ROAD
WHEREAS, in November 2024, the City Council adopted an Art in Public Places Policy establishing criteria and processes for locating public art within the community and furthering the City’s commitment to fostering a vibrant and culturally rich environment through the integration of diverse, high-quality public art for public benefit; and
WHEREAS, the property at 400 North Moorpark Road (“Property”) is a 4,607-square-foot drive-through restaurant building, with related site, parking, landscaping, and exterior building improvements; and
WHEREAS, the business operator for the Property requested approval to install an artistic mural on the exterior of the building (the Conceptual Design of the proposed mural is attached as Exhibit A), which is located on private property but would be prominently visible from the public realm and available for public viewing and interaction; and
WHEREAS, the addition of a mural to the building is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Class 1, Section 15301(a)– Existing Facilities; and
WHEREAS, the proposed mural was reviewed and evaluated using criteria consistent with the City’s Art in Public Places Policy, and the review panel unanimously recommended City Council approval based on findings that the mural is appropriate for the site, provides an opportunity for safe and accessible public viewing and engagement, reflects the character and identity of the Conejo Valley, and will be maintained by the business operator’s facilities team through its standard quarterly review of interior and exterior building conditions.
NOW, THEREFORE, the City Council of the City of Thousand Oaks does resolve as follows:
1. The project is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Class 1, Section 15301(a)– Existing Facilities.
2. The proposed mural is consistent with the intent of the City’s Art in Public Places Policy and hereby approves the installation of the artistic mural, ATTACHMENT #1
