SUBJECT: Moorpark Road Storm Drain Pipe Lining and Repair at Pembridge Street Project (MI 2623)
RECOMMENDATION:
1. Authorize staff to advertise the Moorpark Road Storm Drain Pipe Lining and Repair at Pembridge Street Project (MI 2623) for construction bids.
2. Find that this action is not a project as defined under the California Environmental Quality Act.
LEVINE ACT ITEM: No
FINANCIAL IMPACT:
No Additional Funding Requested. $2,077,443 in carryover budget is included in the Adopted FY 2026-27 General Fund Budget. Estimated total project cost is $1,953,000. Additional appropriation may be requested at the time of construction contract award, depending on the bids received.
BACKGROUND:
The City owns and maintains approximately 158 miles of storm drain collection system mains of various pipe sizes and materials. Approximately eight miles of the system is constructed of corrugated metal pipe (CMP), which has a typical service life of 30 to 50 years, depending on site conditions, pipe depth, soil characteristics, groundwater exposure, and stormwater flows. The average age of the City’s CMP storm drain network is now over 50 years, and as a result many of these facilities are approaching or have exceeded their expected service life.
As CMP storm drain pipes age, they become more susceptible to corrosion, section loss, joint separation, deformation, and structural deterioration. To address these conditions, Public Works staff actively evaluates the City’s storm drain infrastructure and identifies rehabilitation projects based on pipe condition, location, drainage function, and potential consequence of failure. As part of the City’s ongoing storm drain maintenance and rehabilitation efforts, staff identified

and developed this project to repair and line an existing 60-inch CMP storm drain pipe located beneath Pembridge Street.
DISCUSSION/ANALYSIS:
The project consists of the rehabilitation of approximately 1,350 linear feet of existing 60-inch corrugated metal storm drain pipe under Pembridge Street, between Pederson Road and Moorpark Road. The project limits begin approximately 80 feet north of Pederson Road and end approximately 200 feet east of Moorpark Road (Attachment #1).
The pipe will be rehabilitated in place using a trenchless lining method rather than being removed and replaced. Trenchless rehabilitation installs a new structural liner within the existing pipe, restoring structural capacity and extending the service life of the facility without excavating and reconstructing the street. Compared to open-trench replacement, this approach substantially reduces construction duration, cost, traffic disruption, and limits impacts to adjacent residents, driveways, mature landscaping, and other utilities within the corridor.
The work also includes construction of new utility maintenance holes, removal and replacement of maintenance access structures, adjustment or replacement of manhole lids, rings, and access shafts as needed, temporary stormwater flow bypass, traffic control, surface restoration, and project closeout. These improvements will restore and improve the structural integrity of the existing pipeline, return it to its intended level of service, and defer full replacement, reduce the risk of future pipe failure, and help maintain reliable storm drain service in the project area.
The tentative schedule for completion of the project is as follows:
Bid Opening November 2026
Award of Construction Contract December 2026
Start of Construction February/March 2027
Project Completion Summer 2027
The estimated costs are as follows:
1. Construction Support $ 50,000
2. Construction Estimate (including contingency) $ 1,900,000
3. City Furnished Materials/Services $ 3,000 Total Estimated Project Cost $ 1,953,000
$2,077,443 in carryover budget is included in the Adopted FY 2026-27 General Fund Budget. The total project cost (including contingencies) is estimated at $1,953,000. Additional appropriation may be requested at the time of construction contract award, depending on the bids received.

The project plans and specifications were prepared in house by Public Works staff and are complete and available for review upon request to the Public Works Department by e-mail at [email protected] or by phone at (805) 449-2400.
Staff is recommending that the project be advertised for bid. Once bids are received, staff will make a recommendation at a future City Council meeting for City Council to award the construction contract.
Community Outreach: Staff has established a public outreach plan for the project, with particular focus on the residents located adjacent to the project as well as the general public. Various communications tools and strategies, including community meetings (if needed), press releases, website updates, and social media posts will continue to be utilized to inform the public and receive feedback. A dedicated project webpage will be launched on the City’s website to share updated information throughout the construction phase.
This project meets City Council’s Top Ten Priorities #9 “Public Works Infrastructure & Sustainability.”
CIP PROJECT PRIORITY (as outlined in FY 2025-26 and FY 2026-27 CIP Program Budget)
Priority Two – Necessary, but not essential, and there could be consequences if deferred.
COUNCIL GOAL COMPLIANCE:
Meets the following City Council goal:
F. Provide and enhance essential infrastructure to ensure that the goals and policies of the Thousand Oaks General Plan are carried out and the City retains its role and reputation as a leader in protecting the environment and preserving limited natural resources.
