TO:Andrew P. Powers, City Manager
FROM:Jaime Boscarino, Finance Director
DATE:August 25, 2026
SUBJECT: Thousand Oaks Transportation Center Security Camera Upgrade Project (CI 5740)
RECOMMENDATION:

1. Reject all bids received on May 20, 2026.

2. Authorize staff to re-advertise the Thousand Oaks Transportation Center Security Camera Upgrade (CI 5740) Project for construction bids.

3. Find that this action is not a project as defined by the California Environmental Quality Act.

LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. Minimal staff time and costs required to advertise for bids are included in the Adopted FY 2026-27 Transportation Fund Budget. $213,770 in carryover budget is available in the FY 2026-27 Transportation Fund Budget for the Thousand Oaks Transportation Center Security Camera Upgrade Project (CI 5740). The total estimated project cost is $286,230. Additional funds may be requested, depending on bids received.

BACKGROUND:

The City is responsible for the service, maintenance, replacement, and upgrade of security camera systems at City-owned facilities. Security camera system components typically have a useful life of approximately four to ten years depending on system type, usage, and operating conditions. The camera system located at the Thousand Oaks Transportation Center (TOTC) (Attachment #1) is over ten years old and far beyond its useful life cycle. Due to age, wear, and general deterioration, the camera system is due

for replacement and upgrade. The project will modernize security camera system equipment and improve system reliability to support ongoing TOTC operations.

Following a formal Request for Proposals (RFP) process, Triad Consulting & System Design Group, LLC (Triad Consulting) was selected as the design and engineering consultant for this project and was awarded an agreement for professional services in December 2024 in the amount of $36,230. This project is designed to include upgrades to both interior and exterior cameras. It will also add and/or relocate cameras to improve coverage in high-traffic areas and at primary access points. The project will replace equipment that has reached the end of its useful life, and will provide updated camera technology, including image quality and additional vantage points to support daily operations.

Triad Consulting completed the project plans and specifications, which City staff approved in February 2026. The documents are available for review upon request to the Finance Department Facilities Division by e-mail at [email protected] or by phone at (805) 449- 2100.

DISCUSSION/ANALYSIS:

City Council authorized bidding of the project on April 14, 2026, and the Notice Inviting Bids was publicly advertised in the Thousand Oaks Acorn newspaper and posted on the City’s procurement website on April 24, 2026, per the Public Contract Code Section 22037 and Thousand Oaks Municipal Code Section 3-10.306. A mandatory pre-bid meeting was held on May 7, 2026, in which a small number of contractors attended. A total of four submissions were received on May 20, 2026. However, only one submission was deemed valid and was publicly opened. The bid result is as follows:

Bidder Bid Location

1. AVS Technology No Bid Bond San Jose, CA

2. Bosch Building Technology, LLC. No Bid Bond Van Nuys, CA

3. Crosstown Electrical & Data, Inc. $215,500 Irwindale, CA

4. Inter-Pacific, Inc No Bid Bond Irvine, CA
Staff contacted the other three contractors that submitted bids but were not read due to the absence of a valid bid bond. The contractors cited confusion regarding instructions to complete the Bid Bond Verification Form. Contractors expressed that if project was re- advertised, they would re-bid the project.

Although one responsive bid was received, staff request that City Council reject all bids and authorize re-advertising of the project. Staff will utilize the opportunity to make minor revisions to the bid documents by making clarifications identified during the initial solicitation and restructuring the bid schedule to encourage a more competitive response.

Staff conducted an internal evaluation and determined that revising the solicitation will better align the proposed level of service with the project budget and provide greater Thousand Oaks Transportation Center Security Camera Upgrade Project (CI 5740) August 25, 2026

flexibility in evaluating cost-effective solutions. The new scope of work for this project will include a base bid and optional pricing for discretionary items in addition to the base scope. Additive items may be considered if funding is available within the project budget.

The design was developed to maximize security camera coverage within the established budget.

The updated schedule for completion of the project is as follows:

Bidding Commencement September 2026
Bid Opening October 2026
Award of Construction Contract January 2027
Start of Construction March 2027
Project completion September 2027
The estimated costs of the project remain unchanged and are as follows:

Triad- Design and Engineering (Previously Approved) $36,230 Construction Estimate (Future Action) $250,000
Total Estimated Project Cost: $286,230
This project meets City Council’s Top Ten Priorities #9 “Public Works Infrastructure & Sustainability.”
CIP PROJECT PRIORITY (as outlined in FY 2025-26 and FY 2026-27 CIP Program Budget).

Priority Two – Necessary, but not essential, and there could be consequences if deferred.
