FAITH GRANT Thousand Oaks 12A Opposed Honorable Mayor and City Council Members – I am writing concerning Agenda item 12 A under Department Reports – “Unmanned Aircraft System Program”. After conducting brief research concerning the crime statistics in Thousand Oaks, I found that one source, BaseScore, gave a score of 18/100 for our city. Zero is great and 100 is terrible. A second source, BestPlaces, assesses a crime rate of 11.1, which is significantly lower than the US average of 22.7. The city has a relatively safe environment for its residents.
Given that our city is currently safe without adding more drones, I question the need to spend $700,000 for a drone. I am also concerned that this system has not been vetted by the community in an open forum to discuss the benefits, and concerns such as an ethical framework, capacity for hacking, officer training, transparency, accountability and using the technology responsibly.
Communities are pushing back on surveillance and the misuse of captured data. Flock Cameras and now drones are prime examples of technology that has been inappropriately used. The cost and the risks, for me, outweigh the benefits and I do not support the acquisition of an unmanned aircraft system.

Andrew Ceco Newbury Park 12A Opposed Hi, I'm Andrew, I'm 30 years old, and actively involved as a volunteer in our community. I work hard to help our next generation so they can be educated, expressive, and capable in carving out a better world. When the world has problems, I believe education and communication are the solution.
So I take PROactive responses! I help kids practice their reading and their writing, so they can be better informed and better express their opinions and experiences. If I were REactive, I would simply tell them that they have poor reading comprehension and can't express otherwise, and resign myself to a miserable future.
I believe our future can be better. The only way I believe that can happen is if we are PROactive, and if we engage with each other as human beings.
I believe in investing in our community in a PROactive, not REactive. I believe in the power of our HUMANITY. I think that our tax money should invest in our community and taking care of people that need help, not in unnecessary invasive technology that isn't even proven to make significant positive differences. It IS proven, however, to add to the over- surveillance that so many folks in our community are already against.
I don't like the drone plan one bit. We live in a safe community, and I'm beyond grateful to the folks that make that happen. Drones won't help. They'll only sew seeds of distrust and disgust.
Thank you.
