Response to 2025-2026 Ventura County Grand Jury Report
Report Title: Countywide Response to Public Complaints About Fireworks Report Date: June 25, 2026
Response By: City of Thousand Oaks
In response to the 2025-2026 Ventura County Grand Jury Report titled, “Countywide Response to Public Complaints About Fireworks” dated June 25, 2026, and in compliance with California Penal Code Section 933.05, the City of Thousand Oaks provides the following responses.

RESPONSE TO FINDINGS
The City of Thousand Oaks agrees with the Civil Grand Jury’s findings: F-01, F-02, F- 03, F-04, F-05, F-06, F-07, F-08, F-09, F-11, and F-12.

RESPONSE TO RECOMMENDATIONS
Recommendation No. R-02
The Ventura County Civil Grand Jury recommends that Ojai, Moorpark, Camarillo, Simi Valley, and Thousand Oaks develop their own fireworks host liability ordinance. (F-12) Response: The recommendation will not be implemented because it is not warranted.

The City of Thousand Oaks could develop a fireworks host liability ordinance; however, at this time, there is neither City Council policy direction nor broad public interest or concern to do so.

Recommendation No. R-04
The Ventura County Civil Grand Jury recommends that the Ventura County Fire Department interface regularly with Ventura County Law Enforcement Coordinating Committee to inform the committee about recommendations from CAL FIRE’s Fireworks Enforcement Task Force. (F-01, F-02, F-03, F-04, F-05, F-05, F-06) Response: The City of Thousand Oaks contracts police services with the County of Ventura Sheriff's Office and fire services are provided by the Ventura County Fire Protection District. Per those agencies, members of the Ventura County Fire Protection District already routinely attend and present at the Ventura County Law Enforcement Coordinating Committee meetings. Furthermore, the Ventura County Fire District will participate in any joint meeting or task force set up by local law enforcement and will openly share any and all pertinent information received the Office of the State Fire Marshal. The Ventura County Sheriff’s Office supports members of the Ventura County Fire District including additional presentations concerning recommendations from Cal Fire’s Fireworks Enforcement Task Force and discussions about strategies and best practices for responding to fireworks complaints and enforcement of fireworks regulations.

SUMMARY
The City of Thousand Oaks wishes to thank the Grand Jury for its comprehensive evaluation of the existing protocols and procedures pertaining to the response to fireworks activity in Ventura County. The City Council appreciates and welcomes the efforts of the Grand Jury in their review of City protocols and procedures in relation to this issue.
