izen Participation Plan (City Council Resolution 2025-008) allows the City Manager to administratively approve funding revisions to the City’s Community Development Block Grant ( CDBG) Action Plan, provided that said changes total less than 10 percent of the annual grant amount under U.S.

Department of Housing and Urban Development (HUD) regulations . The final Program Year 2025- 26 (PY 2025) CDBG grant totals $648,246 , an increase of $40,329.52 from the allocation estimate of $607,919.48 used to create the draft Action Plan.

Budget Adj
ustment #1 requests administrative approval to make the following changes to allocate the additional funds:
1) Add $35,000 to the Community Development Projects Budget. 2) Add $5,000 to the Public and Social Services Budget. 3) Add $329.52 to the CDBG Program Administration Budget. 4) Increase project grant with Habitat for Humanity of Ventura County from $157,500 to $175,000.
5) Increase project grant with Senior Alliance for Empowerment from $107,500 to $125,000.
6) Increase public service grant with Many Mansions Community Service from $15,000 to $20,000.

During the same meeting, City Council authorized the City Manager to adjust the budget administratively if necessary.

Plan
May 14, 2025
The Honorable David Newman
Mayor of Thousand Oaks
2100 E Thousand Oaks Boulevard
Thousand Oaks, CA 91362-2996
Dear Mayor Newman,
Secretary Scott Turner is committed to improving housing opportunities, reducing regulations to lower housing cost, and expanding housing supply for hardworking Americans.

The nationwide shortage of rental and owner-occupied properties and the current rate of construction has not kept pace with the demand. This lack of adequate housing supply leads to higher prices for renters and homebuyers alike, forcing some into homelessness and preventing countless Americans from becoming homeowners. Across the country, partnerships between public and private sectors are providing millions of Americans an opportunity to get ahead. HUD is determined to continue its collaboration with you so programs are responsibly utilized and can spark additional leveraging and partnerships to address the nation’s housing crisis.

As authorized by the Consolidated Appropriations Act (Public Law 119-4) on March 15, 2025, I am honored and excited to announce that your jurisdiction is receiving the following Fiscal Year 2025 allocations for the identified programs:

Community Development Block Grant (CDBG) - $648,249.00
HOME Investment Partnerships (HOME) - $0.00
Emergency Solutions Grants (ESG) - $0.00
Housing Opportunities for Persons W/ HIV/AIDS (HOPWA) - $0.00 Housing Trust Fund (HTF) - $0.00
Recovery Housing Program (RHP) - $0.00
In addition, your jurisdiction’s CDBG allocation for this year provides you with $3,241,245.00 in available Section 108 loan guarantee borrowing authority. Section 108 permits you to borrow up to five times of your current CDBG allocation. This loan allows jurisdictions to maximize access to low-interest capital, and provide long-term financing to invest in Opportunity Zones, or further address gap financing for big projects that you envision for your community.

5/16/2025 Action Plan
2 As you are finalizing your Annual Action Plans or Consolidated Plans that are due for submission to our office by August 16, 2025, please be reminded that it is important to align with executive orders and applicable laws. If you or any member of your staff have questions, please do not hesitate to contact your local HUD Field Office in Los Angeles or [email protected].

Thank you for your interest in CPD programs and for ensuring that these dollars are responsibly achieving outcomes as intended by law. When people have a safe and stable place to call home, they can focus on contributing to the economy and be productive members of their respective communities.

Sincerely,
Claudette Fernandez

To: Andrew P

From: Kelvin Parker, Community Development Director
Date: June 18, 2025
Subject: 2025-2029 Regional Consolidated Plan CDBG Adjustment On April
29, 2025, City Council adopted the City’s Citizen Participation Plan (City Council Resolution 2025-008) that allows the City Manager to administratively approve funding revisions to the City’s Community Development Block Grant ( CDBG) Action Plan, provided that said changes total less than ten percent of the annual grant amount under U.S. Department of Housing and Urban Development (HUD) regulations . At the same meeting, City Council approved the draft 2025-2029 Regional Consolidated Plan (RCP), which included the draft Program Year 1 (2025-26) CDBG Action Plan.

On May 14,
2025, the City received a letter from HUD, showing the actual CDBG allocation for PY 2025 as $648,249, an increase of $40,329.52 from the allocation estimate.

While the C
ity Manager approved the annu al budget adjustment on May 16, 2025, the accompanying memo did not update the five-year estimated CDBG funds in the RCP.

This memo serves to clarify the five-year estimate and outcome indicators.

Strateg
ic Plan
As the c
enterpiece of the RCP, the Strategic Plan (SP) has established six regional goals.

The SP describes general priorities for assisting households, programs to support those households in need, and five- year objectives. The SP has established that the City will receive approximately $3 million in CDBG funds over the next five years. SP goals are summarized in Table 1 below and relate specifically to Thousand Oaks.

While t
he CDBG 5-Year Goal and CDBG Fund percentage will not change, the estimated CDBG funds the City would receive in five years have changed with the announcement of Program Year 1 (2025- 26) allocation of $648,249. Thus, SP adjustment in the RCP for Thousand Oaks is needed.

Due to the r
eliance on CDBG funds, local non- profit agencies have indicated that they anticipate a decrease in funding from non-CDBG sources in the future. As a result, the City is adjusting the outcome indicator for the five- year Goal 2, “Increase and Improve Social Services,” from 4,000 to 2,500 Thousand Oaks residents. Other outcome indicator goals will remain unchanged.
