TO:Andrew P. Powers, City Manager
FROM:Kelvin Parker, Community Development Director
DATE:September 15, 2026
SUBJECT: Community Development Block Grant Program Year 2025-26 Consolidated Annual Performance and Evaluation Report
RECOMMENDATION:

1. Approve Program Year (PY) 2025-26 Consolidated Annual Performance and Evaluation Report (CAPER) for submittal to the U.S. Department of Housing and Urban Development (HUD).

2. Find that this action is not a project as defined under the California Environmental Quality Act
LEVINE ACT ITEM: No
FINANCIAL IMPACT:

No Additional Funding Requested. The CAPER summarizes $652,426.10 in Community Development Block Grant (CDBG) program expenditures for PY 2025- 26 (July 1, 2025, to June 30, 2026). Minimal staff time to prepare this report is included in the Adopted FY 2026-27 CDBG Fund Budget.

BACKGROUND:

The City is a participant in the Ventura County Regional Consolidated Plan, the five-year strategic umbrella plan for CDBG, HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) funding plans. As a CDBG entitlement jurisdiction, the City receives direct HUD funding each year to implement the Action Plan.

Activities supported by CDBG funds must primarily benefit low- and moderate- income (LMI) persons and households. As a HUD grantee, the City is required to annually prepare and submit a CAPER describing CDBG-funded activities and expenditures.

The amount of the City’s CDBG grant fluctuates from year-to-year based on congressional allocations, the number of jurisdictions receiving grants, the number of LMI residents, and other Federal regulatory considerations (Attachment #1).

DISCUSSION/ANALYSIS:

On April 29, 2025, City Council approved the PY 2025-26 CDBG Action Plan, which allocated funding for three community projects, four public service organizations, and program administration.

On May 14, 2025, the City received HUD’s final PY 2025 CDBG allocation in the amount of $648,249.00, which was $40,329.52 higher than the estimated allocation used in the approved Action Plan.

Because the increase was less than 10 percent of the annual grant amount, the funding revision qualified as a minor amendment under the City’s Citizen Participation Plan, adopted by City Council Resolution No. 2025-008. The Citizen Participation Plan authorizes the City Manager to administratively approve CDBG Action Plan funding revisions when the total change is less than 10 percent of the annual grant amount.

The Program Year 2025-26 grant allocation (CDBG PY 2025) totaled $648,249.00. An additional $84,067.22 in unexpended prior-year CDBG funds was carried forward, resulting in a total available budget of $732,316.22. Of this amount, $652,426.10 was expended for housing rehabilitation, social services grants, and program administration. The remaining balance of $79,890.12 will be carried forward to PY 2026-27. Attachment #2 provides a detailed summary of the CDBG PY 2025-26 CAPER.

On May 16, 2025, a Minor Amendment Budget Adjustment to the PY 2025-26 CDBG Action Plan was administratively approved. On June 18, 2025, the related goal adjustment to the 2025-2029 Regional Consolidated Plan was also administratively approved. Both approvals are included as Attachment #3. Table 1 summarizes the activities completed and expenditures incurred during the program year.
